BySarahElDeeband Zeina Karam TheAssociatedPress BEIRUT A suspected gov- ernment chemical at- tack in an opposition-held town in northern Syria killed dozens of people on Tuesday, leaving residents gasping for breath and con- vulsing in the streets and overcrowded hospitals. If confirmed, it would be the deadliest chemical attack in four years. The Britain-based Syr- ian Observatory for Human Rights, which operates through a network of activ- ists on the ground, said at least 58 people died, includ- ing 11 children, in the early morning attack in the town of Khan Sheikhoun, which witnesses said was carried out by Sukhoi jets operated by the Russian and Syrian governments. Doctors struggled to cope and videos from the scene showed volunteer medics using fire hoses to wash the chemicals from victims' bodies. Haunting images of lifeless children piled in heaps reflected the magnitude of the attack, which was reminiscent of a 2013 chemical assault that left hundreds dead and was the worst in the country's six-year civil war. After the 2013 attack, President Bashar Assad's government agreed to de- stroy its chemical arse- nal and join the Chemical Weapons convention. Tuesday's incident drew condemnation from world leaders, including the White House, which called it a "heinous" act that "can- not be ignored by the civi- lized world." The U.N. Se- curity Council scheduled an emergency meeting for Wednesday in response to the strike, which came on the eve of an international donors' conference in Brus- sels on the future of Syria and the region, to be hosted by the EU's high represen- tative, Federica Mogherini. The Syrian government "categorically rejected" claims that it was respon- sible, saying it does not possess chemical weap- ons, has not used them in the past and will not use them in the future. It laid the blame squarely on the rebels, accusing them of fabricating the attack and trying to frame the Syrian government. The Russian Defense Ministry also de- nied any involvement Photos and video emerg- ing from Khan Sheikhoun, which lies south of the pro- vincial capital of Idlib, showed the limp bodies of children and adults. Some were struggling to breathe; others appeared to be foaming at the mouth. The activist-run Assi Press published video of paramedics carrying vic- tims, stripped down to their underwear and many ap- pearing unresponsive, from the scene in pickup trucks. It was not immediately clear if all those killed died from suffocation or were struck by other airstrikes that occurred in the area around the same time. It was the third claim of a chemical attack in just over a week in Syria. The previous two were re- ported in Hama province, in an area not far from Khan Sheikhoun. White House spokes- man Sean Spicer told re- porters that President Don- ald Trump was "extremely alarmed" by reports of the attack, which he called "reprehensible." "Absolutely false," Rice declared. The White House has seized on the idea that the Obama administration im- properly surveilled the Re- publican during and after the November election — an accusation Democrats say is just another red her- ring thrown out to distract attention from investiga- tions of Russian interfer- ence in the campaign on behalf of Trump. Presidential spokesman Sean Spicer cast Rice's han- dling of intelligence in the waning days of Obama's term as suspicious, although he did not detail what he found to be inappropriate. "The more we find out about this, the more we learn there was something there," Spicer said. According to a U.S. offi- cial, Rice asked spy agen- cies to give her the names of Trump associates who sur- faced in intelligence reports she was regularly briefed on. Rice's official role would have given her the ability to make those requests for na- tional security purposes. Rice, in an interview with MSNBC, acknowledged that she sometimes asked for the names of Americans refer- enced in reports. She would not say whether she saw in- telligence related to Trump associates or whether she asked for their identities, though she did say that re- ports related to Russia in- creased in the final months of the presidential election. The Trump White House has been particularly in- censed that intercepted conversations between na- tional security adviser Mi- chael Flynn and Russia's ambassador to the U.S. surfaced in news reports before the inaug ura- tion. Flynn was fired af- ter it became clear that he misled Vice President Mike Pence and others about the content of those discussions. Rice denied that she had leaked details about Flynn's call, saying, "I leaked noth- ing to nobody." The U.S. official said Rice's Trump-related re- quests were discovered as part of a National Security Council review of the gov- ernment's policy on "un- masking" — the intelli- gence community's term for revealing Americans' identities that would oth- erwise be hidden in classi- fied reports. The review was prompted by a belief that there were inefficiencies in the current procedures and concerns over a policy change made in the closing days of the Obama adminis- tration, according to the of- ficial, who insisted on ano- nymity in order to disclose the sensitive information. InJanuary,theJusticeDe- partment and intelligence officials agreed on new rules giving more U.S. agencies access to raw information picked up abroad by the Na- tional Security Agency. Pri- vacy advocates have raised concerns that the new rules — which are yet to be fully implemented — would lead to the information being shared too broadly. The unmasking review was led by Ezra Cohen-Wat- nick, the NSC's senior direc- tor of intelligence. Cohen- Watnick has clashed with the CIA and was on the verge of being moved out of his job until Trump politi- cal advisers Steve Bannon and Jared Kushner stepped in to keep him in the role. Cohen-Watnick raised his findings about Rice with the White House counsel's office, according to the offi- cial. The counsel's office or- dered him to stand down because the lawyers did not want the White House to be running an indepen- dent investigation into the prior administration. Still, the White House has appeared to find other ways to promote the idea that Obama officials were conducting improper sur- veillance of Trump's team. In mid-March, House in- telligence committee chair- man Devin Nunes abruptly announced he had seen "troubling" information about spy agencies widely spreading the identities of Trump associates. The pres- ident's advisers quickly em- braced Nunes' revelations, but did not acknowledge at the time that the congress- man had viewed the infor- mation at the White House with the help of White House officials. "They seem determined to head into the abyss," the Kentucky Republican said of Democrats as debate be- gan over Judge Neil Gor- such's nomination. "They need to reconsider." Democrats made clear they had no plans to do so, and blamed Republi- cans for pushing them to attempt a nearly unheard of filibuster of a well-qual- ified Supreme Court pick. Forty-four Democrats in- tend to vote against pro- ceeding to final confirma- tion on Gorsuch, which would be enough to block him under the Senate's fili- buster rules that require 60 votes to proceed. But McConnell intends to act unilaterally with the rest of his 52-member GOP conference and change the rules to eliminate the 60-vote threshold and re- quire just a simple major- ity on Gorsuch and all fu- ture Supreme Court nom- inees. Asked if he has the votes to do that, given mis- givings voiced by many Re- publicans, McConnell an- swered simply "yes." Democrats tried might- ily to keep the focus on Re- publicans' plans to change Senate rules, rather than on their own plans to obstruct a nominee who would likely have gotten onto the court easily with no filibuster in earlier and less contentious political times.
