ByVivianSalama The Associated Press WASHINGTON President Donald Trump signaled a new era in U.S.-Egypt re- lations on Monday, assur- ing his Egyptian counter- part that years of tepid re- lations will now give way to a "great bond" between their two nations. Trump reunited with President Abdel-Fattah el-Sissi for talks ranging from collaboration against the Islamic State group to bolstering Egypt's flailing economy. In Trump, el-Sissi sees new opportunity after years of lukewarm relations with President Barack Obama. "This is my first state visit to the United States since my inauguration and this is the first visit in eight years for an Egyptian pres- ident to the United States," el-Sissi pointed out at the start of his remarks. Obama never invited the Egyptian leader to the White House and Egypt's government was repeatedly admonished over its human rights record. Obama even briefly suspended some U.S. military aid. It's the second meeting for the pair. Reflecting on their first encounter in New York shortly before the general election, Trump said el-Sissi issomeone"veryclosetome." El-Sissi hailed Trump on Monday for his "unique per- sonality" and said that after their first meeting, "I bet on you," the latter being com- ments he made in Arabic that were not translated. For Egypt, the objective is clear: Help us help you. In recent months, U.S. and Egyptian officials have sought to stress commonal- ities. "Together, we will fight terrorism and other things and we're going to be friends for a very, very long time," Trump said, citing a "great bond with the people of Egypt." El-Sissi vowed to work with the U.S. "to coun- ter this evil ideology that is claiming innocent lives, that is bringing devastation to communities and nations and that is terrorizing the innocent people." Since the military over- threw Egypt's first post-rev- olution president, the pop- ularly elected Mohamed Morsi, a Muslim Brother- hood member, el-Sissi has cracked down on political Islamists. AL-SISSI VISIT Trump: US will forge a 'great bond' with Egypt By Erica Werner and Mary Clare Jalonick The Associated Press WASHINGTON Democrats claimed the votes they needed Monday to block President Donald Trump's Supreme Court nominee, but the victory was only fleeting, setting up a his- toric showdown with Re- publicans who intend to re- write Senate rules and mus- cle Neil Gorsuch onto the high court. The coming fight was as- sured as the bitterly divided Judiciary Committee voted 11-9, along party lines, to send Gorsuch's nomination to the full Senate, where Majority Leader Mitch Mc- Connell of Kentucky has vowed he will be confirmed on Friday. Short of the 60 votes needed to overcome proce- dural hurdles, McConnell is readytoleadRepublicansin a unilateral voting change so significant in the rules- conscious Congress that it's been dubbed the "nuclear option," lowering the con- firmation threshold to a fil- ibuster-proof simple major- ity in the 100-member Sen- ate. Sen. Chris Coons of Del- aware became the key 41st vote for the Democrats Monday, declaring dur- ing committee debate that Gorsuch's conservative re- cord showed an activist ap- proach to the law and that he evaded questions during his confirmation hearings. Coons also said that Repub- licans' treatment of former President Barack Obama's Supreme Court nominee, Merrick Garland, left last- ing scars after they denied him so much as a hearing following the death of Jus- tice Antonin Scalia early last year. "We are at a historic mo- ment in the history of the United States Senate" due to actions by both par- ties, Coons said. "We have eroded the process for reaching agreement and dishonored our long tradi- tions of acting above parti- sanship." The long-term conse- quences of the coming con- frontation could be pro- found, as the rules change Republicans intend to en- act would apply to future Supreme Court nominees, too, allowing them to be voted onto the court with- out any input from the mi- nority party. And though predicting a justice's votes can be difficult, confirma- tion of the 49-year-old Gor- such is expected to restore the conservative major- ity that existed while Sca- lia was alive, which could then be in place or even ex- pand over decades to come as some of the more liberal justices age. For Republicans and Trump, Gorsuch's confir- mation will be a moment of triumph, a bright spot in a troubled young administra- tion that's failed on the leg- islativefrontwiththehealth care bill and is under inves- tigation over Russia con- nections. The nomination of Gorsuch, by contrast, has won universal praise from Republicans, some of whom call his appointment Trump's best move so far as president. Gorsuch has spent more than a decade onthefederalappealsbench in Denver where he's issued consistently conservative rulings, and he appeared on Trump's list of potential candidates partly generated bytheFederalistSocietyand HeritageFoundationduring the campaign. Gorsuch's confirma- tion will also be vindica- tion for McConnell's strat- egy of refusing to fill Sca- lia's seat last year, instead leaving it open for the next president, even though few imagined then that that person would be Trump.
