DEADLY TEXAS COLLISION ZEKE MACCORMACK — THE ASSOCIATED PRESS TheWhiteHouserefusedtosayon Thursday whether it secretly fed in- telligence reports to a top Republican investigating possible coordination between Russia and the 2016 Trump campaign. Fending off growing criti- cism, the administration invited law- makers from both parties to view clas- sified material it said relates to sur- veillance of the president's associates. The White House's invitation let- ter came amid a quickly rising storm over Rep. Devin Nunes, who heads the House intelligence committee. The New York Times reported that two White House officials — includ- ing an aide whose job was recently saved by President Donald Trump — secretly helped Nunes examine intel- ligence information last week. The House panel's work has been deeply undermined by Nunes' apparent co- ordination with the White House. He told reporters last week that he had seen troubling information about the improper distribution of Trump asso- ciates' intercepted communications. —TheAssociatedPress INVESTIGATION WhiteHousetellsRussia probers: Come see intel data Russian experts painted a sinister picture of Russian meddling in the 2016 election Thursday, telling the Senate intelligence committee about fake news, cyber trolls, smear cam- paigns and even slayings they say could have ties to the Kremlin. The hearing focused on tactics Moscow is thought to employ in spreading disinformation to influ- ence the opinions of Americans and U.S. policy. There were a few unex- pected revelations in the more than four hours of testimony from histori- ans, cyber experts and former intelli- gence officials. Sen. Marco Rubio, R-Fla., told his colleagues on the committee that during the previous 24 hours, his former presidential campaign team was unsuccessfully targeted — for the second time — by hackers at an unknown internet address in Rus- sia. House Speaker Paul Ryan also was targeted by internet hackers re- cently, said Clint Watts of the For- eign Policy Research Institute. — The Associated Press WASHINGTON Russian experts paint sinister picture of Russian meddling North Carolina rolled back its "bathroom bill" Thursday in a bid to end the yearlong backlash over transgender rights that has cost the state dearly in business projects, conventions and basketball tourna- ments. The compromise plan, announced Wednesday night by the Democratic governor and leaders of the Repub- lican-controlled legislature, was worked out under mounting pres- sure from the NCAA, which threat- ened to take away more sporting events from the basketball-obsessed state as long as the law, also known as House Bill 2, remained on the books. The new measure cleared the House and Senate and was signed by Gov. Roy Cooper in a matter of hours. Among other things, it re- peals the best-known section of HB2: a requirement that transgender people use the public restrooms that correspond to the sex on their birth certificate. — The Associated Press NORTH CAROLINA 'Bathroom bill' is rolled back despite criticism As America's 16-year war in Af- ghanistan drags on, Russia is res- urrecting its own interest in the "graveyard of empires." The jockey- ing includes engaging the Taliban and leading a new diplomatic effort to tackle Afghanistan's future, all while Washington leaves the world guessing on its strategy for ending the conflict. Uncertain of Moscow's intentions, the Trump administration will stay away when Russia hosts regional powers China, India, Iran and Paki- stan and several Central Asian coun- tries for another set of Afghan talks next month. Afghanistan's govern- ment is attending, but the U.S. de- clined an invitation, saying it wasn't consulted ahead of time. No one has invited the Taliban. For Russia, dogged by memories of the Soviet Union's disastrous, 1980s occupation of Afghanistan, it's a surprising turn at the head of the country's proverbial peace ta- ble. — The Associated Press AFGHANISTAN Amid uncertainty by US, Russia resurrects its interest Most Americans disapprove of Donald Trump's overall performance two months into his presidency. But they're more upbeat about at least one critical area: his handling of the economy. Nearly 6 in 10 Americans dis- approve of Trump's overall perfor- mance, and about the same percent- age say the country is headed in the wrong direction, according to a new poll by the Associated Press-NORC Center for Public Affairs Research. It was conducted amid the collapse of the GOP's health care overhaul. But the poll also found a brighter spot for the businessman-politician on the economy, often a major driver of presidential success or failure. There, Americans split about evenly, with 50 percent approving Trump's efforts. "He's driving the car off the cliff in every other kind of policy and ex- ecutive action he's trying to push through, but (not) the economy," said Ryan Mills, 27, of Greensboro, N.C. — The Associated Press POLL Most disapprove of Trump, except on the economy President Donald Trump trained his fire on members of his own party Thursday, declaring in the aftermath of the Republican's failed health care push that the conservative Free- dom Caucus will hurt the entire GOP agenda. He vowed to "fight them" in 2018 if they don't get behind him. The Trump tweet highlighted the growing schism in a Republican party that controls the White House and both branches of Congress yet appears to be teetering on the prec- ipice of a civil war. Republicans plunged into a blame game over the demise of the years-long push to re- peal and replace Obamacare, with members sniping at each other over how much they can work with Dem- ocrats — or even the White House. His poll numbers falling and his plans to move onto tax reform and a robust infrastructure program im- periled, Trump took to Twitter to attack the conservative group that many in the White House blame for sabotaging the health care vote. — The Associated Press POLITICS As GOP schism grows, Trump vows to 'fight' conservatives By Don Thompson and Sophia Bollag The Associated Press SACRAMENTO California's governor and legislative leaders on Wednesday pro- posed raising $52 billion to fix the state's roads through a big gasoline tax increase, higher car registration fees and a charge on emission- free vehicles. The 10-year plan would boost gasoline excise taxes for the first time in more than two decades, raising them 12 cents per gallon — a 43 percent increase. The tax would rise automati- cally with inflation. For the first time, own- ers of zero emission vehi- cles would pay a $100 an- nual fee because they use public roads but don't pay gasoline taxes that fund highway maintenance. The plan also includes a sliding fee on vehicles, with owners of cheaper ve- hicles paying less. The fee, separate from annual vehi- cle registration fees, would range from $25 a year for vehicles worth less than $5,000 to $175 for cars worth $60,000 and up. Gov. Jerry Brown said the plan would cost most drivers less than $10 per month and would be off- set by reduced vehicle-re- pair expenses. The gover- nor and Democratic legis- lative leaders hope to rush it through the Legislature next week. "Yes, it costs money. And if the roof in your house is leaking, you better fix it, be- cause it gets worse all the time," Brown said at a Capi- tol news conference. "This is mostly about fixing what we alreadyhave.Ifforsomerea- son people try to fight this, and God help us if they were successful, they won't defeat this, they'll just delay it and make the expenses go up." The proposal aims to ad- dress a $59 billion backlog in deferred maintenance on state highways and $78 billion on local streets and roads. It includes a constitu- tional amendment requir- ing that the money be spent only on transportation proj- ects, and it would create an inspector general to make sure money isn't misspent. Critics have long com- plained that money raised by transportation taxes has been siphoned off for other uses, something the consti- tutional amendment is de- signed to prevent. Repub- lican lawmakers renewed that objection, arguing that California already collects enough money with some of the highest gas taxes in the country but spends it on the wrong projects. "Californians deserve better," Assembly Republi- can Leader Chad Mayes of Yucca Valley told report- ers after the Democrats un- veiled their plan. "The state government has misman- aged our transportation system now for decades and the only answer, the only response to that, is that the Democrats — the ruling party here in California — want to raise taxes."
