ByJustinLynch The Associated Press NAIROBI, KENYA The world's largest humanitar- ian crisis in 70 years has been declared in three Afri- can countries on the brink of famine, just as President Donald Trump's proposed foreign aid cuts threaten to pull the United States from itshistoricroleastheworld's top emergency donor. If the deep cuts are ap- proved by Congress and the U.S. does not contribute to Africa's current crisis, ex- perts warn that the con- tinent's growing drought and famine could have far- ranging effects, including a new wave of migrants head- ing to Europe and possibly more support for Islamic extremist groups. The conflict-fueled hun- ger crises in Nigeria, Soma- lia and South Sudan have culminated in a trio of po- tential famines hitting al- most simultaneously. Nearly 16 million people in the three countries are at risk of dying within months. Famine already has been declared in two counties of South Sudan and 1 million peoplethereareonthebrink of dying from a lack of food, U.N. officials have said. So- malia has declared a state of emergencyoverdroughtand 2.9 million of its people face a food crisis that could be- come a famine, according to the U.N. And in northeast- ern Nigeria, severe malnu- trition is widespread in ar- easaffectedbyviolencefrom Boko Haram extremists. "We are facing the larg- est humanitarian crisis since the creation of the United Nations," Stephen O'Brien, the U.N. human- itarian chief, told the U.N. Security Council after a visit this month to Somalia and South Sudan. At least $4.4 billion is needed by the end of March to avert a hunger "catastro- phe" in Nigeria, Somalia, South Sudan, and Yemen, U.N. Secretary-General An- tonio Guterres said in late February. But according to U.N. data, only 10 percent of the necessary funds have been received so far. Trump's proposed budget would "absolutely" cut pro- grams that help some of the most vulnerable people on Earth, Mick Mulvaney, the president's budget direc- tor, told reporters last week. The budget would "spend less money on people over- seas and more money on people back home," he said. The United States tradi- tionally has been the larg- est donor to the U.N. and gives more foreign aid to Africa than any other con- tinent. In 2016 it gave more than $2 billion to the U.N.'s World Food Program, or al- most a quarter of its total budget. That is expected to be reduced under Trump's proposed budget, according to former and current U.S. government officials. "I've never seen this kind of threat to what otherwise has been a bipartisan con- sensus that food aid and hu- manitarian assistance pro- grams are morally essential and critical to our security," Steven Feldstein, a former deputy assistant secretary of state in the Obama ad- ministration, told The As- sociated Press. Any cuts at this time are extremely significant, WFP's Africa spokesman, David Orr, told reporters last week. "The more dra- matic cuts in any aid bud- gets ... the more suffering there is going to be." The hunger crises in Ni- geria, Somalia and South Sudan are all the more painful because they are man-made, experts said, though climate change has had some impact on Soma- lia and Nigeria's situations, said J. Peter Pham, the head of the Africa Center at the Atlantic Council. South Sudan has been en- trenched in civil war since late 2013 that has killed tens of thousands and pre- vented widespread cultiva- tion of food. In Nigeria and Somalia, extremist groups Boko Haram and al-Shabab have proven stubborn to de- feat, and both Islamic orga- nizations still hold territory that complicates aid efforts. If Trump's foreign aid cuts are approved, the hu- manitarian funding burden for the crises would shift to other large donors like Brit- ain. But the U.S.'s influen- tial role in rallying global support will slip. "Without significant con- tributions from the U.S. government, it is less able to catalyze contributions from other donors and meet even minimal life-saving needs," Nancy Lindborg, president of the United States Insti- tute of Peace, said in pre- pared remarks to the Sen- ate Foreign Relations Com- mittee on Wednesday. 3 AFRICAN COUNTRIES Worst humanitarian crisis hits as Trump slashes foreign aid By Dan Sewell and John Seewer The Associated Press CINCINNATI A mother of five who was wounded in the Cincinnati nightclub shooting described a cha- otic scene in which she and other club patrons were frantically crawling over one another to reach the exits and said that all she could think about was her children. One man was killed and Angel Higgins and 15 other people were injured in the shooting at the Cameo club, a popular hip-hop music spot near the Ohio river east of downtown Cincinnati. The venue's operator says it is closing Friday. Higgins told WCPO-TV that she had one thought going through her mind: I can't die in this club. "All I was thinking about was my kids," Hig- gins said. "Am I going to make it up out of here?" The initial investigation indicated a dispute in the bar escalated into a gun- fight early Sunday, Police Chief Eliot Isaac said. Po- lice believe multiple shoot- ers were involved, and they estimate more than 20 shots were fired. No club security footage of the shooting has emerged. Higgins said she felt one bullet fly past her face. Soon after, another struck her in the leg and she col- lapsed. "I fell and everybody was just diving on me, fall- ing on top of me, and all I thought was, 'I cannot die by getting smothered by all these people,'" she said. Higgins stumbled out of the club and drove herself toahospital.Shesaidpolice and firefighters used am- bulances for those victims whoweremoreseriouslyin- jured.Twooftheinjuredre- mainedincriticalcondition Tuesday, and three were in stable condition. The Hamilton County coroner's office said Tues- day that O'Bryan Spikes, the 27-year-old man killed in the shooting, died from a single gunshot to the chest. No other informa- tion was released on the coroner's finding. Police declined to say whethertheyhad identified any suspects, but Isaac said they were making progress in their investigation. Cameo club operator Ju- lian "Jay" Rodgers released a statement late Monday saying the venue would close its doors after receiv- ing notice to vacate from the property owner. He said Cameo had planned to move out in May because of the landlord's planned sale of the property but will turn over the keys Fri- day instead. He earlier vol- untarily surrendered its li- quor license. Rodgers denied that some people were allowed to bypass security checks that included metal-detec- tion wands. Some patrons have said people could pay to avoid the long line to get into the club, which police said had some 200 people inside. "There have been un- true reports that certain patrons were allowed to en- tertheclubwithoutpassing through security," Rodgers, aveteranofCincinnati-area entertainment venues, said in his statement. "This was not permitted." Higgins told WCPO she thought it was likely peo- ple were getting in without security checks. She said security just looked at her ID and let her in.
