Democrats said Ameri- cans can "breathe a sigh of relief." Trump said Obama's law was imploding "and soon will explode." Thwarted by two fac- tions of fellow Republi- cans, from the center and far right, House Speaker Paul Ryan said President Barack Obama's health care law, the GOP's No. 1 target in the new Trump adminis- tration, will remain in place "for the foreseeable future." It was a stunning defeat for the new president after he had demanded House Republicans delay no lon- ger and vote on the legisla- tion Friday, pass or fail. His gamble failed. In- stead Trump, who cam- paigned as a master deal- maker and claimed that he alone could fix the nation's health care system, saw his ultimatum rejected by Re- publican lawmakers who made clear they answer to their own voters, not to the president. He had "never said repeal and replace it in 64 days," a dejected but still combat- ive Trump said at the White House, though he had re- peatedly shouted during the presidential campaign that it was going down "imme- diately." The bill was withdrawn just minutes before the House vote was to occur, and lawmaker said there were no plans to revisit the issue. Republicans will try to move ahead on other agenda items, including overhauling the tax code, though the failure on the health bill can only make whatever comes next im- measurably harder. Trump pinned the blame on Democrats. "With no Democrat sup- port we couldn't quite get there," he told reporters in the Oval Office. "We learned about loyalty, we learned a lot about the vote-getting process." The Obama law was ap- proved in 2010 with no Re- publican votes. Despite reports of back- biting from administra- tion officials toward Ryan, Trump said: "I like Speaker Ryan. ... I think Paul really worked hard." For his part, Ryan told reporters: "We came really close today but we came up short. ... This is a dis- appointing day for us." He said the president has "re- ally been fantastic." But when asked how Re- publicans could face voters after their failure to make good on years of promises, Ryan quietly said: "It's a re- ally good question. I wish I had a better answer for you." Last fall, Republicans used the issue to gain and keep control of the White House, Senate and House. During the previous years, they had cast dozens of votes to repeal Obama's law in full or in part, but when they finally got the chance to pass a repeal version that actually had a chance to be- come law, they couldn't de- liver. Democrats could hardly contain their satisfaction. "Today is a great day for our country, what hap- pened on the floor is a vic- tory for the American peo- ple," said House Minority Leader Nancy Pelosi, who as speaker herself helped Obama pass the Affordable Care Act in the first place. The presidential per- mit comes nearly a de- cade after Calgary-based TransCanada applied to build the $8 billion pipe- line, which will snake from Canada through the United States. Trump's State Department said the project advances U.S. na- tional interests, in a com- plete reversal of the con- clusion President Barack Obama's administration reached less than a year- and-a-half ago. "It's a great day for American jobs and a his- toric moment for North America and energy in- dependence," Trump said, standing alongside Trans- Canada's CEO in the Oval Office. Keystone will re- duce costs and reliance on foreign oil while creating thousands of jobs, he said, adding: "It's going to be an incredible pipeline." The decision caps the long scientific and polit- ical fight among advo- cacy groups over a project that became a proxy bat- tle in the larger fight over global warming. And Fri- day's decision, while long foreshadowed by Trump's public support for Key- stone, represents one of the biggest steps to date by his administration to prioritize economic devel- opment over environmen- tal concerns. TransCanada, Trump said, can now build Key- stone "with efficiency and with speed." Though it still faces other major hurdles, including disputes over the route, the president said the federal government was formulating final de- tails "as we speak." The 1,700-mile (2,735 ki- lometers) pipeline, as en- visioned, would carry oil from tar sands in Alberta, Canada, to refineries along the Texas Gulf Coast, pass- ing through Montana, South Dakota, Nebraska, Kansas and Oklahoma. It would move roughly 800,000 barrels of oil per day, more than one-fifth of Canada's oil Canada to the U.S. Environmentalists, Na- tive American groups and landowners who've op- posed Keystone expressed outrage, and Greenpeace said the U.S. was "moving backwards" on climate and energy policy.
