The Associated Press MAMMOTH LAKES The Eastern Sierra town of Mammoth Lakes got so much snow this winter that it had to get removal help from the California Na- tional Guard. Faced with more than 40 feet (12 meters) of snow, the Mono County community declared a state of emergency and a request for snow removal assistance was sent to the state Office of Emergency Services, which called in the Guard earlier this month. The Guard sent 10 heavy trucks and 17 troops who hauled away 4,000 tons (3,629 metric tons) of snow. Capt. Will Martin tells the Los Angeles Times (http://lat.ms/2neTaba) that snow-related calls usu- ally involve search-and-res- cue, and no one can recall something like the snow-re- moval mission. MAMMOTH LAKES Guard helps Sierra town remove huge snowpack The Associated Press RIVERSIDE A state re- view has found Califor- nia is on track to meet its tougher car-emission stan- dards and urges regulators to draft more ambitious en- vironmental targets for the future. California's Air Re- sources Board is expected to discuss the standards at a hearing in Riverside on Friday. The report is a mid- term review of Califor- nia's car emission stan- dards for the years 2022 to 2025 and mirrors find- ings by the U.S. Environ- mental Protection Agency under the Obama adminis- tration that the targets are appropriate. The standards are also followed by a dozen of mostly Northeastern states, including New York and Massachusetts. Trump;sdecision Environmental and con- sumer advocates say the review is critical following President Donald Trump's decision to re-examine rules governing gas mile- age and establish one fuel mileage requirement for automakers across the U.S. "It should not have been a source of conflict, but President Trump has made it a source of conflict," said Mark Cooper, director of research at the Consumer Federation of America. Trump announced last week that the administra- tion will re-examine rules affirmed in the waning days of the Obama admin- istration to control green- house gas emissions that contribute to global warm- ing. Environmental groups predict Trump will weaken the standards, which now require the fleet of new cars and trucks to aver- age 36 miles per gallon in real-world driving condi- tions by 2025. The auto industry is con- cerned these standards will be tough to meet be- cause people are buying more trucks and SUVs in- stead of fuel-efficient cars. California started set- ting its own stricter pollu- tion standards more than four decades ago to clean up the state's smoggy skies under a "waiver" from Congress. Today, California and federal standards are cur- rently mostly the same. However, if Trump relaxes the standards, California and the other states likely would keep the 36 mpg rule in place, potentially creating two standards. Since about 40 percent of the nation's vehicles are in states that follow Cal- ifornia rules, automakers probably would conform to them rather than build two different vehicles for the U.S. market. Unitform standard Environmental advo- cates say they worry the ad- ministration could seek to revoke California's waiver to create one uniform stan- dard. Also on Friday, the board will review a plan by Volk- swagen to promote zero- emission vehicles as part of a settlement for its emis- sions cheating scandal. No vote is expected on that plan. On Thursday, the board approved strict new guide- lines on monitoring and re- pairing methane leaks at oil and gas facilities. Detailed regulations will be instituted by state agen- cies, but the new rules will include quarterly monitor- ing for leaks and required equipment for vapor gath- ering. The board says their guidelines will enhance rules for emergency-re- sponse approved by gas reg- ulators after the massive Al- iso Canyon gas leak in Los Angeles last year.
