Meteorologists were call- ing for snowfall totals as high as 20 inches in New York City from the storm's start late Monday through Tuesday evening. The Na- tional Weather Service is- sued a blizzard warning for the city and parts of neigh- boring New Jersey and Connecticut, with wind gusts up to 55 mph and low visibility predicted. The weather service's office near Philadelphia called the storm "life- threatening" and warned people to "shelter in place." Travel was sure to be dis- mal: About 4,000 Tuesday flights were canceled as of Monday afternoon , Am- trak canceled and modi- fied service up and down the Northeast Corridor and motorists were urged to stay off the roads. The forecast prompted New York City Mayor Bill de Blasio to make an un- usually early decision to close the city's schools on Tuesday, giving the order late Monday morning. He urged residents to avoid unnecessary travel and help keep the roads clear. "We're preparing for a significant storm on Tuesday, and New York- ers should also prepare for snow and dangerous road conditions," de Blasio said. The weather about-face comes a week after the re- gion saw temperatures climb into the 60s. Spring officiallystartsonMarch20. "We've got food and snacks and drinks, so as long as the power stays on we should be in good shape." Light snow is expected to begin late Monday night and intensify early Tues- day morning. The heavi- est snowfall is expected Tuesday morning through the afternoon, with snow- fall rates as high as 2 to 4 inches per hour. Boston could get 12 to 18 inches, with isolated amounts of up to 2 feet across northeastern Mas- sachusetts. In Philadelphia, where up to a foot of snow could fall, crews began treating some area roadways on Sunday. Farther south in the na- tion's capital, where the Na- tional Cherry Blossom Fes- tival is scheduled to start Wednesday, snow accumu- lations of 6 to 8 inches are expected. That led German Chan- cellor Angela Merkel to postpone her trip to Wash- ington for her first face-to- face meeting with Presi- dent Donald Trump. Baltimore is expected to get 8 to 12 inches. As the East Coast pre- pared, the Midwest was hit with snow, forcing a number of flight cancella- tions. They moved Monday to set up a full Senate vote later this month despite contin- ued resistance to creating a statewide sanctuary for peo- ple in the country illegally. It is one of several bills that lawmakers in the nation's mostpopulousstatearefast- tracking to try to impede President Donald Trump's immigration policies. SB54 would bar police and sheriffs from arresting or detaining people just for immigration violations un- less a judge issues a war- rant. State and local law en- forcement agencies would not be able to help inves- tigate immigration viola- tions, inquire about some- one's immigration status or provide addresses to federal immigration officers. Senate President Pro Tem Kevin de Leon, D-Los An- geles, recently amended the legislation to allow Califor- nia authorities notify fed- eral immigration officials 60 days before violent fel- ons are released from state prisons or local jails so they can be deported. The change isn't enough to lift what otherwise is a communications ban with U.S. authorities and it won't safeguardcounties'potential loss of millions of dollars in funding for housing federal detainees, testified Cory Sal- zillo of the California State Sheriffs' Association. The group remains op- posed to the bill, along with other law enforcement or- ganizations. Sen. Patricia Bates, R-La- guna Niguel, noted that the amendment only will allow police to notify federal offi- cials if an immigrant is con- victed of about two-dozen violent crimes, while leav- ing out numerous serious offenses. "I think we're all to- gether in this that we don't want any violent felons to be in our community," de Leon said in promising to continue working with op- ponents. He denied that counties would lose signif- icant money.
