"An apparent lack of progress on the financial regu- latory front prompted investors to get more opti- mistic on financials," said Jack Ablin, chief investment officer at Harris Private Bank. The Dow Jones Industrial Average rose 44.51 points, or 0.4 percent, at 10,611.84, with 26 of its 30 components advancing, led by technology bellwether IBM, up 1.6 per- cent. The S&P 500 Index rose 4.63 points, or 0.4 percent, to 1,150.24 with financial shares up the most among the index's 10 industry groups. Three companies advanced for every two that fell on the New York Stock Exchange, where trading volume neared 4.9 billion. Citigroup Inc. shares rose 5.6 percent as Chief Executive Vikram Pandit told investors they should be able to cover future credit losses in the com- pany's troubled consumer lending business. Regional banks extended gains after reports that Britain's Barclays was on the prowl for a U.S. retail bank acquisition. Zions Bancorp. gained 4.6 percent, and Key- Corp rose 4.2 percent. The Nasdaq Composite gained 9.51 points, or 0.4 per- cent, to 2,368.46. On Capitol Hill, Senate Banking Committee Chairman Christopher Dodd, D-Conn., said he would offer his own overhaul of financial regula- tion after failing to get biparti- san agreement. "There isn't a lot of time left to complete bank reform this year," Dodd told reporters of his decision to put aside his hopes of introducing a biparti- san bill in favor of a Democra- tic one. Ahead of Wall Street's start, stock index futures and com- modities were down after China reported its inflation rate rose to 2.7 percent in Feb- ruary from 1.5 percent the prior month. Fast-rising inflation could prompt China to raise interest rates, potentially slowing one of the globe's most rapidly- growing economies, Deutsche Bank's chief China economist said Thursday. Still, some U.S. strategists dismissed concerns that efforts by China to slow its rapidly growing economy would dent demand for commodities and other goods from the globe's most populated country. Wall Street Obama outlines plan to spur exports, jobs WASHINGTON (MCT) — President Barack Obama on Thursday laid out plans to help U.S. businesses double their export sales and add what he said would be 2 million more jobs at home during the next 5 years. "In a time when millions of Americans are out of work, boost- ing our exports is a short-term imperative," Obama said, unveil- ing his National Export Initiative. "When other markets are growing and other nations are competing, we've got to get even better," he told the annual confer- ence of the Export-Import Bank. "We need to secure our compa- nies a level playing field. We need to guarantee American workers a fair shake. In other words, we need to up our game." Obama's plan would boost government efforts to help U.S. businesses, create new partner- ships with shipping firms such as FedEx, and ease controls over the export of technology such as cell phones, which currently have to go through lengthy reviews to ensure that they don't compromise national security secrets. Obama also strived anew to reassure Americans who are anx- ious about losing jobs to overseas competitors that pay lower wages and lure away U.S. factories, and he acknowledged some down- sides to trade. "If you ask the average Ameri- can what trade has offered them, they won't say that their televi- sions are cheaper, or productivity is higher. They'd say they've seen the plant across town shut down, jobs dry up, communities deterio- rate. And you can't blame them for feeling that way," he said. "The fact is, other countries haven't always played by the same set of rules. America hasn't always enforced our trade rights, or made sure that the benefits of trade are broadly shared. And we haven't always done enough to help our workers adapt to a changing world." Still, he insisted, "we've got to compete in the global market- place."
