The award was created by Brother Todd Smith, who had every lodge in the 22 nd District place its seal in the certificate. The presentation was a surprise, sprung while Don was at Bingham to install their officers. He did the entire ceremony from memory. PGM Dan Rice and Deputy GM Speed Hallman presented the certificate on Dec. 19 at Bingham Lodge. Pictured L to R: Dan Rice, current 22 nd DDGM Alvin Billings, Don Kehler, Speed Hallman.
