No argument shall exceed 300 words in length. Pursuant to Section 9166 of the California Elections Code, one argument for and one argument against each measure will be selected for printing and distri- bution to the voters in the voter pamphlet. Preference and prior- ity in selection will be given to arguments as follows: 1. The board of supervisors, or member or members of the board authorized by the board. 2. The individual voter or bona fide association of citizens or combination of voters and asso- ciations, who are the bona fide sponsors or proponents of the measure. 3.
