Activities: The promotion of public events which benefit businesses in the Area and which take place on or in public places within the Area, including festivals, parades, fairs and con- certs; the furnishing of music in any public place within the Area; activities which benefit businesses located and operat- ing within the Area; the promo- tion of tourism within the Area. No substantial changes are pro- posed to be made to the im- provements and activities. 4. The name of the Park- ing and Business Improvement Area is the Downtown Red Bluff Parking and Business Improve- ment Area. At the public hearing, the City Council shall hear and consider all protests against the levying of assessments within the area. A protest may be made orally or in writing by any interested person. Any protest pertaining to the regularity or sufficiency of the proceedings shall be in writing and shall clearly set forth the irregularity or defect to which the objection is made. Every written protest shall be filed with the clerk at or before the time fixed for the public hearing. The City Council may waive any irregularity in the form or content of any written protest and at the public hear- ing may correct minor defects in the proceedings. A written pro- test may be withdrawn in writ- ing at any time before the con- clusion of the public hearing. Each written protest shall con- tain a description of the busi- ness in which the person sub- scribing the protest is interest- ed sufficient to identify the busi- ness and, if a person subscrib- ing is not shown on the official records of the city as the owner of the business, the protest shall contain or be accompanied by written evidence that the person subscribing is the owner of the business. A written protest, which does not comply with this section, shall not be counted in determining a majority protest. If written protests are received from the owners of businesses in the proposed area which will pay 50 percent or more of the assessments proposed to be levied and protests are not with- drawn so as to reduce the pro- tests to less than that 50 per- cent, no further proceedings to levy the proposed assessment, as contained in the Resolution of Intention, shall be taken for a period of one year from the date of the finding of a majority pro- test by the City Council. 7. The time and place for the public hearing to be held by the City Council on the levy of the proposed assessment for the fiscal year shall be January 17, 2017 at 7 p.m. at the City Council Chambers, 555 Washing- ton Street, Red Bluff California. At this hearing, the testimony of all interested parties for or against the levy of the assess- ments for the fiscal year shall be heard.
