BACKGROUND Pursuant to the National Envi- ronmental Policy Act (NEPA), the U.S. Fish and Wildlife Service prepared and EA assessing the potential impacts of using man- ual techniques and aquatic ap- proved treating/removing non-native invasive riparian plant species in South Fork Cottonwood Creek (South Fork), approximately 20 miles east of Red Bluff, CA, Tehama County. Approximately 25 miles of South Fork Cotton- wood Creek from Pettijohn crossing to the confluence with Cottonwood Creek will be spot treated for targeted non-native plants from water's edge out in- to the riparian vegetation a maximum of 200 feet. The South Fork confluence is approximate- ly 8.6 miles upstream from the Sacramento River confluence. Elevation range for the 25 mile stretch of South Fork is approxi- mately from 780 feet to 425 feet. The upper extent of the treat- ment area is located at latitude 40 .185816 ∏ , longitude - 122.551133∏ , the South Fork con- fluence is located latitude 40 .372411 ∏ herbicides in 122.328725; Township 28N, Range 1E, Section 32 Mount Diablo Meridian (Universal Transverse Mercator (UTM) (Zone 10T) 594803.74 m E, 4454074.28 m N). The EA pres- ents two alternatives, including aNo Action alternative, and the analyses of impacts and the ef- fects of implementing the pre- ferred alternative for accom- plishing the Purpose and Need. The Proposed Action is needed to provide and protect healthy native riparian vegetation along South Fork Cottonwood Creek which is designated Critical hab- itat for Central Valley Steelhead and Central Valley Spring-run Chinook salmon.
