Officers responded at 9:44 p.m. to the 600 block of Kimball Road where they spoke to victims and witnesses and identified the sus- pect as Miguel Angel Banuelos, who had fled the scene on foot prior to officer arrival. During the in- vestigation, Red BluffPolicelearned Banuelos was asso- ciated with a red Chevy Cruze. With assistancefromthe Tehama County Sheriff's Department and a Cali- fornia Highway Patrol helicopter, police were able to find the car within minutes in the Red Bluff Meadows Apartment complex parking lot, according to a press release issued Saturday morning. Several individuals associated with the incident were detained and officers learned that Banuelos was inside one of the apartments at the location. A perimeter was set up and announcements were made over a public address system asking Banuelos to exit the apart- ment, which he did minutes later. After he was detained, offi- cers received permission from the renter to enter the apart- ment and check for firearms. Two handguns, including one that was loaded, were located and identified as having been reported stolen to police in Oc- tober. During the investigation, it was learned that Banuelos had tried to carjack one of the vic- tims, but the victim was able to drive away uninjured. Two shots were fired from one of the stolen handguns during the initial al- tercation. No one was injured in the shooting. At the time of his arrest, Banu- elos was found to be on probation in Tehama County. The plan is to transform the basement portion into an art studio run by the Tehama County Arts Council while the upper portion will house a gal- lery patterned after the likes of the Orland Art Center in be- tween events at the special event location. The building, owned by Ken Robison, was built in 1925 to house the First National Bank of Red Bluff. The building will be used by the Red Bluff Art Association, which will celebrate its 60th anniversary with at an event at the Tehama Country Visitor Center on Dec. 2, and Tehama Photo Club. "We view it as an opportu- nity for a lot to happen," said Arts Council Chairman Robert Bird. "We will be the tent and the other organizations will be under us, contributing volun- teer hours that will help us have more grant power when apply- ing for grants." The expansion will allow for the group to create a part- time executive director posi- tion, which was offered to Nora Schwaller, who runs a variety of classes for the council. Bob McConnell, a member of the photo club, said it is a natu- ral fit and it was always on his list of places to put a gallery eventually. "This is very exciting for us," said Barbara Luzzadder of the photo club. "We've been hoping for this for years." For Jennifer Stetson of Red Bluff, Friday's event was a chance to see the inside of one of three buildings in town she has been in love with for some time, she said. "I've loved this building since I was young, but have never had a chance to come in it," Stetson said. "I love it being open so we can come in to see it and hope the community can find uses for it."
