ThePresbyterianChurch of Red Bluff will again wel- come the Kirkin' o' the Tar- tan and the Jefferson Pipe Band on Sunday, Oct. 30. The celebration ceremony has become an annual event in memory of the Scottish Highlanders. The Kirkin' o' the Tartan became known in the United States when the Rev. Peter Marshall pre- sented the first Kirkin' in 1941 at the New York Ave- nue Presbyterian Church in Washington, D.C. Marshall was a U. S. Senate chaplain and pastor of the New York AvenuePresbyterianChurch. Marshallusedthisceremony to promote solidarity among American-born and native- born Scots who once again faced conflict, in the form of World War II. In 1746, Scottish peo- ple were denied the right to wear the kilt, plaid or any tartan garment. Bag- pipes as well were banned, and defined as a weapon. This went on for almost 40 years. During that time if any Scottish people in the highlands disobeyed the law, they were perse- cuted. The women of the highland clans, whose men were far from home, would take a small piece of their tartan — clothing — to the kirk — church — to be se- cretly blessed, and to pray for heaven's protection for their clan and its mem- bers. They kept those small pieces of fabric in their pockets so they could qui- etly pass them to the min- ister for prayer. The Jefferson Pipe Band brings a dynamic atmo- sphere to the service, as the Scottish pipe music em- braces the original mean- ing of the Scottish tradi- tions and the movement of Christians during hard times. Hearing them is a renewal of optimism dur- ing today's difficult times. The public is invited to attend this dynamic event. Those who attend are wel- come to wear plaids repre- senting clans, or plaids of choice in acknowledging the events of the day. The Rev. Beth Hoyt will be conducting the service. Meyer, while living in Jerusalem, explored more than 100 ancient sites in Israel, climbed the Great Pyramid, and sailed the Nile River. BRIEFS Church happenings Most of the concern — okay, outrage — from con- servatives like me over American universities references indoctrina- tion, the pov- erty of useful information on American History and making a ra- tional argument, and hyp- ocritical assaults on free speech. Melissa Click comes to mind as the most recent example of a professor call- ing for violence against stu- dents daring to film a pub- lic demonstration con- ducted in the University of Missouri. Less grabby of headlines is the spiral- ing cost of university edu- cation. But there may be a way to resolve both issues and save a ton of money for taxpayers. Needed are twin refer- enda on tenure and collec- tive bargaining in so many of our states. Repeal of these laws enables authen- tic accountability for uni- versity faculty — especially if language is included holding administrators just as accountable for their be- havior as are their profes- sors. Any college adminis- trator can tell us more than eighty per cent of his bud- get goes for salaries. When costs rise without a corre- sponding rise in the value of what is produced — ac- ademic excellence or even adequacy — taxpayers are left between rising taxes and creative financing. Nei- ther the rock nor the hard place are sustainable. Public employee unions can now hold society hos- tage because there is no market force against which they must contend and be measured. This is why even a dedicated progres- sive like Franklin Roos- evelt was dead set against unions for government em- ployees. If employees can- not be fired — for all prac- tical purposes — nor laid off nor have their income reduced due to lack of ap- peal to the market there is neither pressure nor com- petition in their world. They have only to keep es- calating their demands — threatening to strike if de- mands are not met — and they have the taxpayers by the throat/threat of a shut- down. A Ronald Reagan style resolution to the air traffic controllers strike of the eighties is un-doable. Actually tenure was in- stituted for very good rea- sons and I praised God for it when I was teaching in public schools; the same goes for collective bargain- ing, although I feared it and history justifies my fears. Pre tenure admin- istrators had the power of life and death over faculty. Their aim was to protect the status quo. Teachers who made waves by doing their job to educate were a liability to be contained or cut loose. Salaries were dirt low and raising a family on them was not really in the cards. Tenure provided job protection once a teacher had proven his worth and the advent of unions meant a living wage and more protection. But when a Me- lissa Click can demand vi- olence against a student exercising his rights and universities have become places were books are ef- fectively burned instead of debated the pendulum has swung too far. What is needed is effective account- ability with legitimate pro- tection. Professors should be re- quired to demonstrate their worth in teaching acu- men and their pay rises ac- cordingly. If such demon- strations are not forthcom- ing they can hold until they do demonstrate advanc- ing worth. On the other hand, faculty who encour- age and protect free speech and free exercise of faith — especially when they dis- agree with the expression — should be protected. Fac- ulty who act to suppress freedom should be collect- ing unemployment. This of course requires an account- ability initiative on the bal- lot, one carefully written to avoid trading one evil for another. In the meantime administrations can bar- gain new contracts with employee groups based on mutual risks and antici- pated gains because the university would be re- quired to pay its own way. For Christians the mat- ter is self evident. Martin Luther King's favorite Bi- ble verse was Amos 5:24; the prophet cites God call- ing for justice to roll like a mighty river. God is speak- ing across the board. Jesus confronts Pharisees about their obsession with tith- ing such things as herbs while ignoring the weight- ier matters of the law like justice and mercy. He says, in effect, "Yeah, I want your gratitude in the form of ten per cent returns, but I want it more in terms of the way you treat others as I treat you." The bottom line is uni- versities are too expensive; our culture can no longer sustain their cost; adjust- ments must be made. The human cost of the suppres- sion of honest dissent is higher; our culture never could sustain the cost; we are on life support in part because of it. The good news — if the body politic and the Body of Christ will merge interests and should the burden of responsibility for a healthy culture — is we will see what He meant when Jesus said (John 14:12) we would do greater things in Him than we had seen even Himself perform.
