TheAssociatedPress SACRAMENTO Californiahasre- gained responsibility for provid- ing medical care at more than a quarter of its 34 prisons after 10 years of reforms. The milestone Wednesday comes as the court-appointed re- ceiver who runs the inmate health care system gave the state Depart- ment of Corrections and Rehabili- tation control over care at a ninth state prison. Avenal State Prison has nearly 3,300 medium-security inmates at its facility 60 miles south of Fresno. The state's inspector general re- ported in August that the prison provides adequate care. The other prisons previously returned to state control are in Blythe, Chino, Centinela, Folsom, Jamestown, Pelican Bay, Soledad and Tehachapi. A federal judge said last year that California must successfully operate all 34 adult prisons for a year before he considers ending a long-running class action lawsuit. 10 YEARS OF REFORMS St at e reg ai ns control over a quarter of its prisons By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter CORNING A piece of Corn- ing history went up in smoke Wednesday morning following a suspicious fire first reported to Corning Volunteer Fire De- partment at 7:26 a.m. The fire has been deemed suspicious and is under inves- tigation, said Fire Chief Martin Spannaus. No one was injured. The first unit on scene re- ported the north wall was al- ready fully involved and, while the fire was kept to the second story of the building, it was deemed unsafe to be left stand- ing, Spannaus said. A Corning- based company, was called in to begin the demolition process. "Wahlberg Inc. came when we called and they're helping to keep it clean, take it down and put up fencing for safety," said Corning Public Works Director Dawn Grine. "We hope to have the fencing up and re-open the street by the end of the day." Due to safety concerns and rubble already in the streets, Solano Street was closed from Fifth Street to Sixth Street with barricades and police tape put up to secure the area along with Corning Police Department per- sonnel around the perimeter. Marin and Yolo streets were left open. "We want to get it open as soon as possible, but have to make the building safe first," said City Manager Kristina Miller. The building, which included the addresses 1302-1310 Solano St., is at least early 1900s, Span- naus said. At 6:12 a.m. the Sheriff's dispatch received a second 911 call at 6:12 a.m. from a man who identified himself as Kory Daniel Lefler, 31, of Ger- ber. Lefler said he had just shot a man who was breaking into his residence, according to the press release issued Wednesday by the Tehama County Sheriff's Department. Deputies arrived on scene, detained Lefler and found the body of Joshua Daniel Pacheco Sr., 31, lying in the middle of the yard with multiple gunshot wounds, the release said. The scene was secured and detectives were called to take over the investigation. The fire- arm used was recovered by dep- uties on scene as evidence. Lefler and a woman were transported to the sheriff's main office in Red Bluff, where the two were interviewed by de- tectives, the release said. Following the interviews Lefler was arrested and booked into Tehama County jail on an open count of murder. The woman was not identi- fied in the press release. The scene was being pro- cessed by the Department of Justice forensic crime scene team. The investigation is ongoing.
