This week's most wanted subject is Katrina Cay Trachy, 36, of Cotton- wood. Trachy has two no bail warrants for her arrest for Child Endangerment and Burglary. Trachy's physical de- scription is a white female adult, 5 feet 6 inches tall, 275 pounds, blonde hair, blue eyes. MOSTWANTED Police search for Katrina Cay Trachy James Schieve, MD re- tired, long time member of the Red Bluff Art Associa- tion, is the pick for Septem- ber's Artist of the Month with several art pieces be- ing exhibited at the Te- hama County Library. Schieve began lessons finding that "art therapy" helped him through the grieving process after the death of his first wife, Jane, in 1994. Locally Jim con- tinued instruction through Shasta College night school under Lee Warner then pri- vatelywithJenniferDeBose. Schieve has a rapid and fearless style and is prolific and eclectic in his subject matter, whether copying the Masters or painting from a personal photograph. "Nothing is off the table," according to wife Peggy. "He is unafraid to try portraits or subjects others might shy away from. Health is- sues forced a hiatus or sorts but recently Jim took up the paintbrush again and is hoping to enter in this year's Tehama District Fair. Last year two works were awarded ribbons. At 98, Jim could possibly be the oldest exhibitor." "Sitting in Jim's art stu- dio, you can't help but feel you are in the presence of a true artist who loves what he does," said association President Debby Sipes. "He simply just paints, with shelves of unframed art- work that if framed would fill every nook and cranny of his home and most likely his neighbors too. He has a love for color and seeing what the paint is going to do on his art piece." Schieve held up one piece with the color so in- tense and such movement in the brushwork that the fall color appears almost to be flames. Then your eye is drawn to the path between these autumn trees and the glorious blanket of green earth and you just want to be there to see where that path leads. In his other hand he holds an impres- sionistic painting of a wa- ter fall that has the feel of many of Monets works. "It was truly a joy to sit and sift through some of his work that he so read- ily shares with you," Sipes said. "Asking what you think of this or what you see and delighting in your comments. His enthusiasm is catching and makes you want to clear off the kitchen table and just paint with nothing in mind but the movement of color on pa- per and the pure joy of it." Schieve, is a Red Bluff treasure with many more paintings to share. His work through the years in oil and watercolor remains an in- teresting mix showing the depth of his ability and the amazing talent this young at heart artist possesses. Their assistance allowed the VSO office to lose minimal VA database access down time so we could continue to serve our veterans and their families. Kersti Hemming, our new part-time office assis- tant, will be available in the Red Bluff VSO office from 9 a.m. until 2 p.m. Monday through Thurs- day to help greet our cli- ents and make VSO ap- pointments. Kersti will be in training so please con- tinue to be patient while she learns the county and VA administrative pro- cesses. Michele Fox with the Redding Veterans Re- source Center will be at the Red Bluff VSO office 1:30-4 p.m. Sept. 15 and 22. The VRC assists qualified homeless veterans with transitional housing. Free yearly TRAX bus passes are available for qualified veterans at the VSO offices. We will issue the bus passes at the Red Bluff office and at our sat- ellite offices in Corning and Los Molinos. Please see the VSO office sched- ules below. Tehama County Live Inspired for Tomorrow, or LIFT, will be held at the Te- hama District Fairground on Nov. 18. This is simi- lar to a "Stand Down" for homeless or low income veterans and others in our county. There will be a Vet- erans Section with nine Veteran Organizations, in- cluding two veterans with PTSD service dog groups and our first equine ther- apy veterans with PTSD or- ganization. Please plan to participate or volunteer. We hope to see you there. There are many state and federal benefits and programs available to vet- erans and their depen- dents. DMV forms for "Vet- eran" designated on driv- er's licenses are available at all VSO offices. The Te- hama County ID card is available in the Red Bluff VSO office. The Red Bluff office VSO is by ap- pointment only. Corning VSO walk-ins are at the Veterans Memorial Hall 9-11 a.m. the every Tuesday of the month. Los Molinos walk-ins are at the Pub- lic Library 9:30-11:30 a.m. Mondays. Incarcerated and Probation Veteran appointments are Thurs- day mornings. VSO NEWS Thank you to Brant Mesker and Dana Hollmer Kelly Osborne Dana Hollmer, Tehama County's Treasurer and Tax Collector, announced this week that the State Control- ler's Property Tax Postpone- ment Program has returned after being suspended by the State Legislature in 2009. The program allows homeowners who are 62 or older, blind or have a dis- ability, to defer current- year property taxes on their principal residence if they meet certain criteria, in- cluding 40 percent equity in the home and an an- nual household income of $35,500 or less. Applications became available Sept. 1 and can be found at the Tehama County Treasurer and Tax Collector's Office or online at http://www.sco.ca.gov/ ardtax_prop_tax_post- ponement.html. The State Controller's Of- fice will begin accepting ap- plications on Oct. 1 and con- tinue through Feb. 10, 2017. Funds are limited and ap- plications will be approved on a first come, first served basis. The interest rate for taxes postponed is 7 percent per year as compared to 18 percent per year for delin- quent taxes. Repayment un- der this program becomes due when the homeowner moves or sells the property, transfers title, defaults on a senior lien, refinances, dies or chooses to obtain a re- verse mortgage.
