All six suspects are accused of contracting without a license, three of illegal advertising and two of fraudulent use of a license number. The suspects include Mike Fuhrmann of Shasta Lake; Chad Eric Garbe of Fort Bragg; Justin Lee Clark of Shasta Lake; Wilfred Corregidon of Redding; Phillip Ja- cob Villas of Redding and John Wallace of Corning. Corregidon and Villas are brothers accused of using their STING State snares six shady contractors in county By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter RED BLUFF Tehama County offi- cials met with the Red Bluff City Council Tuesday evening to pres- ent an offer to buy a portion of Madison Street for the jail expan- sion project, but the council was not in favor of the plan and pro- posed to bring the issue back for further discussion in a closed ses- sion meeting. Many council members said the only way they would approve the project is if the county pays for the realignment of Madison Street so it can remain open. The offer on the table to buy the street to eventually connect the existing jail with a proposed jail expansion is $228,000. The project would be located partially within the right-of-way of Madison street, and would re- quire closure of the street be- tween Pine and Oak streets for construction of the new facility and operations between the ex- pansion and the existing jail, ac- cording to the letter presented by Tehama County Administra- tor Bill Goodwin at the meeting. Tehama County Sheriff Dave Hencratt came to the meeting to remind the council and audience how important the project is, as there is no more space in the ex- isting facility. The jail does not have the ca- pacity to provide all the health and mental health services in- mates need, said Val Lucero, of Tehama County Health Services. Councilman Rob Schmid, who said he doesn't want a prison com- plex in the downtown at all, men- tioned the option of moving the 64-bed proposed addition out by the new courthouse on Walnut Street, as inmates will still have to go back and forth between the two locations. This option allows for the future development of an additional building to completely remove the existing jail location from downtown. Goodwin said the $20 million project would turn into a $200 million project if the entire jail was rebuilt at a different location. Councilman Gary Jones said he would vote to move forward with the project if the county pays for a realignment. The two boys chosen to partic- ipate in the program were Kyle Wood, a senior at Los Molinos High School, and Conner Rooney, a senior at Mercy High School. The boyswerepresentedacertificateof appreciationfortheirparticipation inthecitizenshiptrainingprogram offered annually by the legion. Both were given a medal and an armpatchfortheirparticipationin the week-long program, with other juniors from high schools across the state, learning how to build their own mock governments, said Bill Kellner, vice commander and Boys State chairman. Rooney, who was elected the mayorwhileatBoysState,saidpar- ticipating in the program was an incredible experience and he met lifelong friends. "The program helped me de- velop as a leader and I was able to learnalotaboutlocalgovernment," Rooney said. Commander of American Le- gion Post 167 Clark Sillman said Boys State is a great program for the youth to learn about govern- ment. Beyond learning about local governments and holding an office position in the program, the stu- dents learn to give speeches. Wood, who thanked the Amer- ican Legion for this opportunity, said the program was a great ex- perience and a good opportunity for socializing with his peers. "Itwasahugebenefittome.Isat back and experienced it all," Wood said. "I learned a lot about politics and I was able to meet a lot of dif- ferent kinds of people from Cali- fornia."
