The county has been working for several years on an ordinance to identify legal parcels and re- quirements for certificates of compliance (COC) for those not meeting the definition of a legal parcel. The proposed ordinance is meant to streamline the process. The victim, Joshua David White, 30, was transported to St. Elizabeth Community Hospital with minor injuries. As of 3:15 p.m. the Red Bluff Po- lice Officers continued the search for the suspect, who was reported having a dog with him, according to police scanner reports. The suspect was reported wearing a fedora hat, sunglasses, plaid shorts and a T-shirt that was hanging over shoulder, according to the scanner. The suspect in the incident is still outstanding. Anyone who may have wit- nessed the incident or seen the suspect is encouraged to call Red Bluff Police at 527-3131. DOG ISLAND PARK Man stabbed, bitten by dog in fight By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF A 49-year-old Red- ding man was apprehended by Red Bluff Police K-9 officer Many Tuesday night following a high speed vehicle pursuit that turned foot chase and ended on Diamond Avenue. Jason C. Cook was arrested and booked into Tehama County Jail on the charges of felony reckless evasion with wanton disregard for safety, vehicle theft and DUI. A Red Bluff California High- way Patrol officer was moni- toring Interstate 5 traffic near Riverside Avenue when he saw a northbound silver Honda he initially estimated to be travel- ing about 90 mph, said Public Information Officer Troy Soma- via. The vehicle was clocked at 92 mph by radar. An attempt was made to make a traffic stop signaling with lights in the area of Diamond Avenue at which point the driver began making evasive maneuvers, us- ing all lanes and shoulders of the northbound lanes. Cook suddenly traveled west, cutting across both north and southbound lanes before con- tinuing to travel south on I-5, ex- iting at Diamond Avenue, Soma- via said. The officer continued the pur- suit heading east on Diamond Av- enue with the driver making sev- eral attempts to evade him by traveling both directions of Di- amond Avenue at high rates of speed. Cook also turned off the vehicle's lights trying to hide in plain sight. The Honda, which was later confirmed to have been stolen from Chico, became disabled af- ter the driver took it into an aban- doned industrial property at the southeast end of Diamond Ave- nue. Cook fled the vehicle and a foot pursuit ensued. Additional law enforcement was called to assist including Tehama County Sheriff's depu- ties and Red Bluff Police officers. Cook was found about 50 yards from the Honda. Cook was determined to have two felony arrest warrants out of Shasta County. He was evaluated for being un- der the influence of drugs or al- cohol and determined to be un- der the influence of a controlled substance. Trainor Park near Frey Field, with the new sign — fittingly shaped like a dog bone — already in place. The park was named in mem- ory of Sharon "Sher" Wintle, a longtime resident of Red Bluff, who died in February. She was for many years an active mem- ber of the dog rescue community and loved all animals. Red Bluff Parks and Recre- ation Commissioner Robert Martin said the fence poles have been installed and benches, with engraved concrete table tops, have been placed inside and outside the park. The Sher Wintle Memorial Dog Park group, with Earl Win- tle, Sher's husband of 48 years, and Martin, has been research- ing and planning to add water features, a dog obstacle course and other activities and im- provements to the park, push- ing the grand opening date to October for those features to be completed. The park will have dispens- ers with bags and a trash can for easy clean up at the park. Projects scheduled to be done in the next month include adding water fountains with dog bowls, installing water lines and water features, installing the dog ob- stacle courses and making sure everything is compliant with the Americans with Disability Act. The park's construction has been managed by Martin and Wintle and is under the direc- tion of the Red Bluff Parks and Recreation Commission. It is the first project to be done com- pletely by the Parks and Recre- ation Department without any impact on the city's general fund, Martin said. Due to the ongoing com- munity fundraising efforts of nearly 75 people all funds have been provided through dona- tions, Earl said. Some people have donated trees, which will be placed inside and outside the dog park for shade. Red Bluff Fence Company donated all of its labor and will be putting in the fence for just the cost of the fencing, Mar- tin said. The two fences, which make up a park for larger dogs and one for smaller dogs, will soon be installed. Decomposed granite was placed in June, donated by Burt Endicott Trucking. After the park is finished and all obstacle courses are in place, the team will start to in- stall sprinklers. For more information about the dog park or to donate, call Wintle at 529-1359.
