The award was given by the Government Finance Officers As- sociation for the city's Compre- hensive Annual Financial Report. The city's annual report for fiscal year ending June 30, 2015 was awarded for the first time for its clean and legible financial re- ports. The certificate is the highest form of recognition for excellence in state and local government fi- nancial reporting and its attain- RECOGNITION Citywins award for financial reporting By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter REDBLUFF Red Bluff Police Chief Kyle Sanders confirmed about 11 a.m. Friday a dead body was found Thursday night on the Red Bluff Elks Lodge property, 355 Gilmore Road. The identity of the person has not been confirmed as of yet, Sanders said. Red Bluff Police logs show a death investigation was launched at 7:53 p.m. Thursday after a man reported he found someone who appeared dead while he was walking the trails at the lodge. A man's body was found near the Sacramento River just north of the lodge. Officers checking the area located it partially con- cealed in the bushes, laying next to a fallen tree. DEATH Body found on Elks Lodge property Victimstillunidentified By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter REDBLUFF A hit and run involv- ing two cars took place about 3:45 p.m. Friday at the corner of Oak and Washington streets near Red Bluff City Hall. The incident left two women injured. Red Bluff Fire personnel re- sponded quickly and Division Chief Matthew Shobash imme- diately pursued the vehicle in his truck. A few blocks from the crash, the pursuit turned into a foot-chase, according to person- nel at the scene. Two women in a black sedan that was hit hard enough for the airbags to deploy had minor in- juries and were initially treated by personnel at the scene, Capt. John Campbell said. They were transported by ambulance to St. Elziabeth Community Hospital. The victims' vehicle was hit while in the eastbound lane of Oak Street at the intersection with Washington. Fire person- nel blocked off the affected area and assisted with traffic con- trol. Scanner traffic indicated the suspect vehicle may have been located in the area of Washing- ton and Ash streets. JULIE ZEEB — DAILY NEWS By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF The new Tehama County Library, soon to be located at the former Daily News building at 545 Dia- mond Ave., is getting ready to break ground, sometime in late July or early August, Tehama County Librarian Sally Ain- sworth said. Ainsworth and Tehama County Chief Administrator Bill Goodwin presented an update to the Board of Super- visors Tuesday, including the news that two metal screens originally intended to deco- rate the front entrance may be too expensive and not be part of the construction. A smaller metal screen that will help hold the canopy over the door in place is still planned. Supervisor Steve Cham- blin said he is disappointed the screens that were planned to depict images of Tehama County life, as chosen by whomever sponsored them, were not to be included. "It was a wow factor for the building," Chamblin said. The cost would be about $150,000 for one, which is what the county had thought would be the cost for both, Good- win said. While the screens don't look to be an option, the county is looking to see what other art it can bring, possibly a mural. "It was a competitive bid and (the architects) were close on the estimate," Goodwin said. The project, which will re- model the building originally built in the late 1970s, was es- timated to cost $6.7 million. That estimate was dropped in November to $6.4 million. The estimate at a March 1 meeting was $6.3 million.
