Jerry Brown has enlisted a Wash- ington senior statesman to help his massive, $15.7 billion water tunnel proposal clear regulatory and financial hurdles, officials said Thursday. Since June 22, the state has paid former Secretary of Interior Bruce Babbitt $10,000 a month to advise senior administration offi- cials on the project. Brown wants a number of local water agencies to pay for build- ing two, 35-mile tunnels to carry water from the Sacramento River under the delta of the Sacramento and San Joaquin rivers and on to water contractors, primarily in Central and Southern California. The city authorized the Paskenta Community Service Dis- trict to receive up to 20,000 gal- lons of water per day from a me- tered hydrant service at the then existing rate charged for construc- tion water, $5 per 1,000 gallons, on the following conditions: the dis- trict is unable to fulfill the water needs of its rate payers for reasons related to drought conditions; the district continues to make an ef- fort to regulate and conserve wa- ter as required under the Cali- fornia Water Resources Control Board pertaining to non-urban CORNING Council approves emergency water By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter CORNING A neighborhood watch group will be heading outside for a neighborhood walk 10 a.m. to 5 p.m. July 23 and 24 to introduce the neighborhood watch team to the public and ask for the public to be apart of the group's eyes and ears against crime. The group will be starting in zone eight, which includes Chi- cago to Houghton avenues and So- lano Street past South Avenue, ac- cording to a letter sent by Colette Glattfelder, of Better Choice Real Estate, to the City Council Tuesday to notify the city of the walk and the program. The program was started be- cause the crime level in Corning was rising and the residents had grown tired of it, Glattfelder said. "We as a community are stand- ing up together to come along side of our law enforcement and assist them in doing away with crime in and around town," Glattfelder said. Organizers will be asking resi- dents for their names and phone numbers in the hopes of making contact with each resident once a week to ask if the resident has any crime reports, according to the let- ter. The information will then be collected and made into a formal report and given to law enforce- ment and the group's COPS pro- gram members. There will be a neighborhood watch meeting at 6:30 p.m. on Thursday, July 21 at the Better Choice Real Estate Office, 1403 Solano St., before the first walk to go over who will attend the walk and discuss the routes that will be taken that weekend. The neighborhood watch group will be wearing neighborhood watch T-shirts, hats and approved badges with their names and pic- turesonthem,accordingtothelet- ter. Glattfeldersaidtheprogramwill be implemented, as far as making reports to law enforcement, start- ing July 25 after the walk. The public is invited to enter vehicles of all types and years or to just come and see the ve- hicles on display, said Post Com- mander Kevin Benson Sr. All eras and types of vehicles are welcome to participate in the event. "We are donating proceeds to help sponsor one service dog from Home Again K-9s For Vet- erans and one from Veterans K-9 Connections, both of which provide matching and train- ing of service dogs in Tehama County," Benson said. The car show will kick off with a pancake breakfast 7-10 a.m. for $5 per plate prepared by Boy Scout Troop 62 with a second meal option of a lunch prepared by Ranchers Deli and Meats 11 a.m. to 2 p.m. The car show portion of the event starts at 10 a.m. and will conclude with an awards pre- sentation at 3 p.m. Registration for the event, which is $10 and runs up through 7-10 a.m. July 23 regis- tration at the event, can be pre- paid. It is free for the public to at- tend but those who want to par- ticipate in the people's choice selection need to buy a $1 ticket. The event continues in the evening with a dance 7-11 p.m. at the memorial hall featur- ing the band The Blackketter Brothers. Cost is $5 per person or $8 per family.
