Many places are rolling out long-estab- lished Independence Day tradi- tions on Monday (even if some of those traditions aren't as long- established as they sound). Rain was forecast in many cities, but revelers were trying not to let it dampen their fun. Some Fourth of July highlights from around the country: FOURTHOFJULY Pa rt y in t he USA: America ce le br at es it s independence By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter CORNING The 2016-2017 fiscal year budget was approved at the June 28 meeting by the City Coun- cil with an unanimous vote in fa- vor of adopting the resolution and theprogramofserviceandbudget. The council made no changes to the budget and adopted the appro- priationsandexpendituresforeach city fund listed in the resolution. The main comment made at the meeting was to make sure future council members know the voters approved the sales tax increase, which passed in the primary elec- tions in June, to have that money used for fire and police dispatch. Although the measure had the money going to more than just the dispatch, it has been the main con- cern of voters. Since the measure passed, the budget states that funding will continue go to all city operations as it is. Capital expenditures will be delayed for one fiscal year to al- low the city to improve its finan- cial condition. CORNING Council approves annual budget By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter LOS MOLINOS Skyla Ball was crowned the first ever Heartshine's Miss Fourth of July Saturday in the inaugural com- petition held at the Los Molinos Veter- ans Memorial hall where Kody Dorn was crowned the first Heartshine Mis- ter Fourth of July. The two were amongst a total of 20 contestants that competed in four age groups for five titles in front of friends, family and community members who filled the room almost to capacity. Par- ticipants were divided into ages 2-6, 7-12, 13-17 and 18-21. Competing against Ball for the Miss title were Chrissy Stevens and Kadence Meier while Dorn was the sole boy in the competition for the Mister Fourth of July title. Hailie Jenkins took the title of Hearthshine's Junior Miss Fourth of July competing against Savannah Jo Puckett, Shannell Hunter and Jaydah Mickela Johnson. Rylie McGuinness took the title of Little Miss. She com- peted against Madelyn Rae Pitman, Juni Michala-Johnson, Kymber Ball, LeeAnnBrewerandBrianaWellmaker. The biggest competition was for Mini-Miss Fourth of July, which went to Meah Randall. Other contestants in- cludedSaraBarker,ArinaLeigh,Joslyn Whitehead, Jayna Cuny, Virginia Shel- ley, Aubree Lynn and Leia King. Competition, which was adjusted for each age group, included three catego- ries of personal introduction, formal wear and on-stage question. Judges looked for things like poise, confidence and etiquette. Led by the Marine Corps League Detachment 1140 honor guard fol- lowed by the Tehama County Young Marines, the parade featured veter- ansgroups,dignitaries,classiccars,a long line of tractors of all shapes and sizes, classic military vehicles, floats representinglocalservicegroupsand businesses, bikes, equestrians and youth sports teams. Veterans groups included VFW Post 3909, AM Vets Post 2002 and American Legion Post 167 Mount Lassen. TheGrandMarshalwasViBrewer and VIP was Jamie Karnes. Shawna Haub Chrasta was named honor- ary mayor and Spencer Lamkins vice mayor. The mayor's race wine tour fundraiser was won by Cynthia Turbin.
