The Sacramento Bee reported (http://tinyurl.com/zoabwnt) that thejudgeinvalidatedacomprehen- sive environmental management plan for the Sacramento-San Joa- quinDelta.Thejudgeruledthatthe plan must be "set aside" until defi- ciencies he found earlier are fixed. State officials say they will ap- peal Friday's ruling. Gov. Jerry Brown and other project proponents must show the tunnels comply with the manage- ment plan's recommendations to manage land and water use in the delta. With the plan on hold, the $15.5 billion tunnel project could face significant delays. CALIFORNIA Judge's ruling could delay water tunnel project By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF The Tehama County Board of Supervisors Tuesday approved a memorandum of un- derstanding with the Los Moli- nos Community Service District needed to get the Grant Street project moving. The agreement will allow for the movement of water lines and meters located within the right of way of the project. There will be no additional cost for the moving of the lines due to the fact that Los Molinos is a low-income community and it is a part of the Community Devel- opment Block Grant project, said Public Works Director Gary An- tone. The project includes $50,000 approved at the June 7 Board of Supervisors meeting through the Tehama County Air Pollu- tion Control District. The dis- trict has funding available for lo- cal projects that help reduce car- bon emissions, which the project will do by encouraging people to cycle or walk in safety. The first of two projects sched- uled for the Los Molinos area, the block grant Drainage Im- provement Project will go out to bid on Aug. 1 with the construc- tion set to begin around Sept. 1, Antone said. A secondary project, a $500,000 Safe Routes To School Grant that will fund sidewalk, intersection and roadway shoul- der improvements, will be done separately to keep the account- ing for the two projects separate, Antone said. The drainage project, which will cost about $1.5 million, fo- cuses on storm drains and will see about 1,400 feet of piping put in that will connect a four-block area of Los Molinos to the storm drain that runs along State Route 99 East to a slough, benefiting about 1,465 people. "The road, curb, gutter and sidewalk improvements will take off the peak storm flows in the community and it will stay drier," Antone said. "There should be less ability to have water back- up." While there are three new Community Service Officers to be sworn in during the next few weeks and a new records per- son within the next six weeks, this is the first time in several years that all allotted sworn offi- cer positions are full, said Chief Kyle Sanders at the event. The testing process saw six applicants for the position of corporal during which the three individuals selected re- ally shined, Sanders said. The first to be pinned was Cpl. Heidi Thomas, whose daughter Ashley had the honor of putting her new badge on. Thomas, who served the last two years as the School Re- source Officer for the Red Bluff High School District, is the 2015 Red Bluff Police Officer of the Year and a recipient in May of the Salsibury High School Hall of Fame award given to those who make a difference at the school. Joining the department in November 2011 as a Commu- nity Service Officer, Thomas was sworn in as an officer about a year later, serving for a short time in March 2014 as an in- terim detective before taking on the role of school resource officer. Born in Roseville, Thomas was raised in San Jose, starting her career in public safety as a volunteer firefighter in 1994 be- fore ending up in Shasta County as a Shascom Dispatcher for 10 years. Thomas is about half way through a bachelor's degree and maintains a 3.6 GPA. Cpl. Kevin Bowen, who was pinned by his wife Tracy, joined the department in 2012. A fa- ther of three sons, ages 20, 18 and 16, he moved to Redding in 2001. He grew up in the Orange County area, graduating from high school there in 1993, before serving in the Marine Corps for four years, where he was an anti- tank assault man. Bowen worked as a supervi- sor in various warehouses be- fore attending the police acad- emy through a program that had classes at both the Shasta and Butte colleges. He is trained to operate the county's emer- gency robot and has served on the TIDE task force. Bowen says he enjoys watch- ing his sons play sports and likes reef aquariums as a hobby. He is working towards an associate degree with the goal of attaining a bachelor's in the future. Cpl. Bill Williams was pinned by his wife Anna with his son, who is in the Navy, in atten- dance as well. A native of the Cottonwood area, Williams and his wife have four children. He joined the US Air Force in January 1993 dur- ing which time he met his wife, who was also enlisted. The cou- ple were stationed in Seoul, South Korea when they were married.
