"Growing up in Tehama County and being a kid that loved music and performing arts, I found that really there wasn't much opportunity for me to be able to perform," Sauve said. "Every year since junior high, I would sign up for the Exchange Club Search for Talent, and the once or twice a year school performances, but there wasn't much more out there. I would go up to Redding to compete at a talent competition at the Mt. Shasta Mall, but even that is no longer ENTERTAINMENT Sauvetohosttalent showcase June 30 By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter RED BLUFF The City Council declared and im- plemented a Stage II moderate water shortage Tuesday evening, which will allow for landscape watering daily between the hours of 9 p.m. and 9 a.m. Due to the increased precipitation this winter in the Red Bluff area, the council rescinded last year's Stage III serious water shortage declara- tion, according to a press release issued Wednes- day by City Manager Richard Crabtree. Although much of the state remains in drought conditions, Gov. Jerry Brown and the State Wa- ter Resources Control Board have allowed for a drop in severe water shortage restrictions in some areas. Prohibited through the revised resolution un- der Stage II is over-watering, which allows wa- ter runoff into adjoining streets, gutters side- walks, parking lots or alleys and the hosing down or washing of sidewalks, walkways, driveways, parking lots or other hard surface areas with po- table water. Under Stage II requirements washing cars, boats, trailers or other vehicles with potable wa- ter is permitted only with a hose equipped with a shutoff nozzle; any hose connected to the city water supply must be equipped with a shutoff nozzle; all leaks in plumbing fixtures, water lines and sprinkler systems must be repaired; all new construction must install low flow shower heads, low flush toilets and faucet aerators, which does not apply to existing residences. "It's a shame that the net take home pay for county employees is less than it was six years ago," said Shane Mortensen, a busi- ness representative for the International Union of Op- erating Engineers, which represents Local 39. "The board refuses to budge on increases." Earlier Tuesday during the budget portion of the Board of Supervisors meet- ing, Mortensen called into question the $13 million gap between expenses and general fund balance that will be largely covered by the fund balance carryover left from the 2015-2016 fis- cal year, according to the report by Chief Adminis- trator Bill Goodwin. The county consistently creates a perception that there's not enough money to go around by underesti- mating the revenue and yet it can afford raises for se- nior leadership and reclas- sification of individual sal- aries, Mortensen said. "The fund carryover is growing and I'm not say- ing you shouldn't do capi- tal outlay, but it's time for the county to invest in the people that serve Tehama County," Mortensen said. "They're an asset and it's time to make them a pri- ority." At the rally, where he thanked those in atten- dance for a strong show- ing using a bull horn to address the crowd, Mortensen said he finds it odd that the amount of the gap is equal to the fund carryover just about every year. "Tehama County em- ployees haven't been a pri- ority for the supervisors in a long time," Mortensen said. "They desperately need a raise. It's not just Local 39, but all employ- ees of Tehama County that have had a rough go. I've done a lot of work looking at the budget and it looks bad, but at the end of the day they have the money.
