When Police Chief Kyle Sand- ers introduced Dahlberg, who graduated Friday from the Butte College Police Academy, at a the swearing-in ceremony it was as the breaker of a 137-year acad- emy record. Dahlberg scored a 679 out of 700 in his physical agility test, the highest out of all the acade- mies ever held, Sanders said. Dahlberg is the recipient of the Officer David F. Mobilio Scholar- ship, named for a fellow Red Bluff Police officer who was killed in November 2002, and is the first person to be sponsored by the department in at least a decade. He has an associate's degree in Criminal Justice from Shasta College. Cooper The Associated Press SACRAMENTO The governor of California has given in to liberal lawmakers who want to repeal a welfare policy that critics call racist, ineffective and harmful to the state's poorest children. As part of a pending state bud- get deal with fellow Democrats, Gov. Jerry Brown has agreed to repeal the so-called maximum family grant policy that prohibits people from receiving increased welfare income if they have more children while receiving public assistance. The change would cost the state about $220 mil- lion a year. With legislative approval of the budget expected this week, California would become the seventh state to repeal the pol- icy that was once enforced by 22 states. Brown has resisted changing the policy for years amid his re- sistance to long-term spending obligations. CALIFORNIA State budget to eliminate contentious welfare policy Staff report @redbluffnews on Twitter RED BLUFF A crash about 9 p.m. Monday in the 10000 block of 99W has left one Idaho man dead and another critically injured af- ter both men were thrown from a 2012 Suzuki quad. The driver, Garrett D. Teerlink, 24, of Meridian, Idaho, died from his injuries at the scene while his passenger, Alex Luedtky, 22, also of Meridian, Idaho, was flown to Enloe Medical Center in Chico with major injuries, a California Highway Patrol spokesman said. Luedtky was later flown to an- other medical facility in the Bay Area for treatment. Teerlink was driving north on a dirt road on private prop- erty between Interstate 5 and the Walmart Distribution Center, leav- ing a family gathering to return the quad when he lost control. The quad went into a retaining wire,separatingthedirtroadfrom an orchard and the impact threw Teerlink into his passenger, caus- ing a broken jaw and other inju- ries to Luedtky's head, the spokes- man said. Both men, neither of whom was wearing a helmet, were thrown from the quad. The crash is being investigated as a possible DUI, however, it is unknown at this time if alcohol was a factor in the incident, the spokesman said. FATALITY Mandead,otherinjuredinquadcrash By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter RED BLUFF The Sher Wintle Memorial Dog Park project is underway and expected to be open by the end of July. The dog park, located within John F. Trainor Park between Frey Field and Vista Prepara- tory Academy, is being named in memory of Sharon "Sher" Wintle, who died in February. Wintle was for many years an active member of the dog rescue community in Red Bluff, according to the resolution ap- proved by the City Council on April 5. Construction started with laying of decomposed gran- ite to level the site June 6. All trucking and materials needed for the process were donated by Bert's Trucking of Red Bluff, said Bob Martin, a parks com- missioner. Working toward getting the park completed and opened, the Red Bluff Fence Company will be putting up the fence next and finally a water foun- tain and benches around the park to add seating areas will be installed. Also in the works are the signs and rules to be posted in the park. There will be a plaque made for Wintle that will display her history with dog rescues and why the park has been named after her. Once these projects are com- plete the commission will plan to open the park soon after. The park's construction has been managed by Martin and Earl Wintle, Sher Wintle's hus- band of 48 years, and is under the direction of the Red Bluff Parks and Recreation Com- mission. It is the first project to be done completely by the Parks and Recreation Depart- ment without any impact on the city's general fund, Mar- tin said. Due to ongoing community fundraising efforts of nearly 75 people, all funds have been pro- vided through donations. Sher Wintle, mother to Jaye Curtis, Amber Van Tuyl, Tim Wintle, Neil Wintle and Kelsey Yates, was an instructional aide for the Red Bluff Elementary School District who earned the nickname "Mrs. Twinkle." She retired in August 2013. Wintle received the 2015 Tehama County Animal Care Center George Russell Award for Volunteer of the Year.
