The council voted unanimously in favor of waiving the first reading of the ordinance and will bring the matter back to the May 17 meeting. The portion of Walnut Street between these two streets lies adjacent to the soon to be com- pleted new Tehama County Courthouse. The sales tax measure, which proposes a half cent increase in sales tax, was proposed to help in- crease the general fund reserves. If passed, every $2 spent in Corn- ing will have a 1 cent increase in sales tax. The revenue from the in- crease will start to benefit the city in March 2017, Miller said. At this time, more than $500,000, or half of the reserves, has been taken from the reserves leaving the city with little emer- gency funding. The budget deficit is due in part by the decrease in fuel prices, Miller said. Fuel accounts for 58 percent of the sales tax rev- enue for the city. Although Miller said she understands why resi- dents appreciate the drop in fuel prices, it hurts the city the most. "I hope my fellow Rotarians give a strong consideration to passing this measure." — Steve Kimbrough, Rotarian By Margaret Baum Daily News correspondent SACRAMENTO A criminalist from the state department of justice in Redding described findings around the area where the body of a 14-year-old Red Bluff girl murdered in 2013 was found to a Sacramento jury Wednesday. Tom Vasquez, was one of two criminalists from the DOJ to tes- tify in the murder trial of Quentin Bealer, 42, who is charged with homicide in the strangling death of Marysa Nichols. Nichols' body was found half a mile behind Red Bluff High School Feb. 28, 2013. "Three different areas were processed that day," Vasquez said, referring to a secondary search near the area the body was found on March 1, 2013. According to Vasquez, the first of these areas was a possible camp site located north and a little east about 150 to 200 yards away from where the body was found. "It didn't look like anyone had been occupying the area for a long time," Vasquez said. Vasquez noted there were some red stains nearby on a piece of plastic that looked like blood. He said he tested the red substance and no blood was detected. "Outside the camp area there was another white PVC pipe with red spots," Vasquez explained. Vasquez said he tested the sub- stance and it wasn't blood. "There were two lighters found in the area but no cigarettes or cigarette butts," Vasquez said after Deputy District Attorney Donna Daly inquired about items in the area. Vasquez said the second area of interest was a muddy spot to the east of where the possible camp site was located. "There were various impres- sions in the dirt," Vasquez said. "They were hard to make out and they weren't identifiable." Vasquez explained these could have been an area where a shoul- der had hit the ground or possi- ble bare foot prints.
