The students competed for first, second and third place awards and scholarships with their speeches prepared as part of a requirement through a pub- lic speaking class at the Red Bluff campus. Mike Trujillo, an instructor at Shasta College, teaches the class and said the students did a great job sharing their speeches with the community. Police Chief Kyle Sanders pre- sented the annual police depart- ment report for 2015 to provide department members, city leaders and the community information on the activities of the depart- ment over a calendar year. The report showed that simple assaults had increased by 100 in 2015 totalling 455 cases last year. An increase in property theft was 101, totalling 674 cases, according to the report. Some crimes have decreased, including homicides, which dropped from one in 2014 to zero in 2015. Arson went from four to three cases and burglaries de- RED BLUFF Prop. 47 to blame for increased crime By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF The Tehama County Jail received approval to be des- ignated as a mental health treat- ment facility at Tuesday's Board of Supervisors meeting, which allows staff to issue medication to inmates when there is a court- mandated order to do so. "Our office is fully supportive of today's agenda item," Sher- iff Dave Hencratt said. "Just to clear up any misinformation or misunderstanding out there that I've been hearing about this, the issue of forcing meds upon peo- ple in our jail or that process, this is an adjudicated court process in which the court orders us to force the meds. We're not forcing meds on people who don't want to take their meds. For both my personal and professional reasons I wouldn't allow that to happen. There's a process and I think it's a good thing." Being someone who was around in the old days, when there was the ability to force med- ication on people, it's just better for everyone involved in the pro- cess and the people in society to have a process in place." Sheriff's Captain Dave Kain, who oversees the jail, talked about statistics in which there have been 34 persons in custody since Jan. 1, 2015 who have met the cri- teria for court ordered medication and there are 17 people presently, he said. There are also three peo- ple meeting the criteria who are at a state hospital. The court-ordered medication is typically for those who are ei- ther pre-trial, pre-state hospital or post-state hospital. "We believe that this will help in restoring competency faster and allow them to get those court ordered meds on board and avail- able to them prior to going to the state hospital," Kain said. Supervisor Dennis Garton asked if one of the issues with a person going to the state hospital was still bed space to which Kain answered in the affirmative. The free event, which in- cludes free parking, is sched- uled to take place from 11 a.m. to 5 p.m. Community members will have a chance to visit com- munity information booths and enjoy food, games, music and entertainment. Everyone is welcome to at- tend the family-friendly event, which is an alcohol- and drug- free event. Performers will include lo- cal talent such as the Met- teer Elementary School Baile Folklorico, a group of 30 stu- dents, who will be on-stage about noon as well as the 530 Crew, a group of U-Jam fitness who will be dancing across the stage from 12:30-1 p.m. The event will be a source of fundraising for scholar- ships the group gives to high school students, which is done through raffle items.
