TheAstrobiologyStu-
dent Intern Program in partner-
ship with Red Bluff High School,
Lassen Volcanic National Park
and NASA Ames Research Cen-
ter held its annual student in-
tern recognition night Thursday
at the Red Bluff High School Li-
brary Media Center.
"I appreciate the dedication
and the level of commitment the
students have had in this pro-
gram," said teacher Dave Michael.
"This is such a unique and special
experience for them."
This year the program, which
is the only intern program like
it in the nation, had 20 students
participating — eight more than
last year.

A local Red Bluff man
pushed through the pain and diffi-
cultytolearnhowtowalkagainaf-
ter an incident nearly 20 years ago.
Todd McCoshum, 53, was born
in Chico but has lived in Red Bluff
mostofhislife,hesaid.McCoshum
wasinancarcollisionthatlefthim
unabletousehislegs.Hesuffereda
major head trauma after the colli-
sion and was in a coma for 62 days.
McCoshum's goal, he says, is
simply to walk again. One way he
works on that goal going to the
community pool and walking the
fence line holding on to the fence
to gain strength and get exercise.
He is up to 85 steps a day.
Going to the pool during the
summer when it is open is one of
his favorite things to do and Mc-
Coshum said it is great exercise
for his legs and great therapy.

A public hearing
for the general plan rezone was
moved to Tuesday, April 26 de-
spite Planning Commissioner Bill
Moule requesting it be passed as
originally approved or sent back
to the Planning Commission.
Moule, who said he was no
speaking for the entire commis-
sion, said he had understood the
item was supposed to be coming
backtothecommissionforfinalap-
proval if any changes were to be
made.
The Tehama County General
Plan was approved in 2009 along
with an accompanying rezone
plan all made up over a five-year
period, Moule said. His request
was that the Board of Supervisors
either approve the plan as it was
withoutthechangescreatedbythe
rezone 2.2 or 2.5, especially in re-
gard to changes made in the In-
terstate 5 zoning designation. Oth-
erwise, the entire phase II rezone
should be sent back to the com-
mission and all property owners
should be notified of any poten-
tial changes in land use designa-
tion and zoning.
Rancho Tehama resident Carol
Jennings spoke up on the rezone,
whichincludesamobilehomeover-
layregardingtheplacementofmo-
bile homes 10 years old and older.
She was concerned over whether
she would have to remove her mo-
bile home if she sold her parcel.
"I know mobile homes already
there are grandfathered in, but
I wanted to know and wanted it
in writing about what happens
when you sell a property," Jen-
nings said. "Will this affect when
you sell a property. When you sell,
do you have to get rid of your mo-
bile?"
County Counsel Arthur Wylene
said the mobile home overlay,
which is a part of the general re-
zone, does not affect mobiles al-
ready in place and grandfathered
insolongastheyarepermitted,al-
ready in place and up to code.
Some Rancho Tehama residents
are up in arms about the overlay
that would require any new mo-
bile home coming in to be no
older than 10 years when placed
and have started a petition on-
line, which was put out through
the Twitter account @Rancho_Te-
hama.

A multi-agency four-
day cleanup effort took place
starting Monday at Dog Island
Park and Samuel Ayers Park, fin-
ishing just in time for the annual
Civil War Days event taking place
at the park today and Sunday.
The cleanup was planned for
several months, said Red Bluff
Police Capt. Quintan Ortega.
Red Bluff Police and the Tehama
Couny Sheriff's Department are
the coordinating agencies. Te-
hama County Probation provided
the manpower through the alter-
native custody program and the
California Department of Fish
and Wildlife and Bureau of Rec-
lamation assisted. The Cal Fire
Ishi Crew helped out by clear-
ing the trails and making paths
wide enough to get equipment
back into areas farther back in
the park.
"This has been in planning for
months and the Tehama County
Sheriff's Department made con-
tact with all the illegal campers
and tried to facilitate services
for them ahead of time," Ortega
said. "We couldn't have done it
without Greenwaste or the Te-
hama County Landfill, who have
waved the dumping fees, and the
Department of Fish and Wildlife,
who paid for the front loader."
