Still, top U.S. de- fense officials say the deaths won't "break the back" of the extrem- ist group, which is in a fierce fight for an an- cient city in Syria and claimed responsibility for bombing a soccer stadium in Iraq. Defense Secretary Ash Carter said the U.S. progress in eliminating members of the IS "cab- inet" was hampering its ability to conduct and inspire attacks against the West. The announce- ment came as the bat- tle to retake the Syr- ian city of Palmyra en- tered its third day and Iraqi forces continued their march to recap- ture Mosul. A suicide bombing in a soccer sta- dium south of Baghdad, killing nearly 30 people, underscored the difficult fight ahead. Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, told Pen- tagon reporters that rec- ommendations on ways to increase U.S. support for Iraq's ground fight against IS will be dis- cussed with President Barack Obama soon. "The secretary and I both believe that there will be an increase in U.S. forces in Iraq in coming weeks, but that decision hasn't been made," Dun- ford said. He did not say how big that increase might be. He and Carter said ac- celerating the campaign against the Islamic State will include more assis- tance like the artillery fire and targeting help that U.S. Marines pro- vided earlier this week to Iraqi forces advancing on Mosul. But they said American forces remain well behind the front lines. The five co-defen- dantsmetthevictimsintheir car to drive them to the "buy spot." Once at that location, another vehicle driven by a co-defendant was already there. One defendant pulled out a gun and ordered all three victims to the ground. Another two defendants pulled guns on the victims as well. One victim objected when his wallet was taken, so one of the defendants shot him in the leg. The other vic- tims tried to run away, but one was caught and taken by gunpoint in one of the de- fendants' cars. Sentenced to 15 years state prison. People vs. Robert Michael Burden, Evading an Officer, Willful Disregard Brief history: The defen- dant was driving in his car near the Old Diamond Mill and Shasta College. When the deputy got behind the defendant's car, the defen- dant turned around and be- gan to speed away in the op- posite direction. The deputy pursued the defendant with his lights and sirens on for about six miles until the de- fendant swerved abruptly and crashed into a concrete overpass and guardrail. Sentenced to Behavioral Health Court with 180 days county jail and 3 years state prison suspended. Recent County Jail Commitments: People vs. Raeann Stephani Scott, Attempt to Burn a Building Brief history: The defen- dant had an ongoing issue with the victim in the case, soshefilledabeerbottlewith gasoline, lit it on fire, and threw it at the victim's apart- ment.Thevictim'sapartment caught on fire, but the vic- tim was able to extinguish the fire with a hose. The vic- tim recognized the defen- dant when he saw her run- ning away through an alley. Sentenced to Behavioral Health Court and 300 days county jail. Peoplevs.DanielRayPack, Receiving Stolen Property Brief history: The vic- tim's house was burglarized in June 2015, and numerous unique and valuable items were stolen. Several hours after the burglary, the defen- dant and two co-defendants were pulled over for a traf- fic violation. Some of the vic- tim's property was found in their car, and two of the de- fendants gave fake names. A searchwarrantwasexecuted on the hotel room occupied by all of the defendants, and more of the victim's property was found in the room. Sentenced to 2 years lo- cal prison with the first 16 months in custody, and the remaining8monthsonman- datory supervision. People vs. Jeramy Alexan- der Bowers, Resisting Exec- utive Officer; VOP Violation of Probation Brief history: The defen- dant used a stick to break the window of a house. A deputy fromthesheriff'sdepartment arrivedonscenefirst,andthe defendant swung a stick at her to keep her away. An of- ficer from the Corning Police Departmentarrivednext,and the defendant began swing- ing the stick at him as well. Admitted a violation of probation and sentenced to 3years8monthslocalprison with the final 8 months on mandatory supervision. People vs. Matthew Mil- liman, Violation of Commu- nity Supervision Brief history: The defen- dant was incarcerated at the Deuel Vocational Institution andfailedtoreporttoproba- tionwithintwodaysofhisre- lease from that facility. Sentenced to 180 days county jail. People vs. Victor Ramirez, Cultivating Marijuana Brief history: TIDE exe- cuted a search warrant on a propertyonMcCoyRoad.The defendantistheownerofthat property and was living on the property when the search warrantwasexecuted.Agents found around 116 marijuana plants, packaging materials, operable scales and a .22 cal- iber rifle with ammo. The de- fendantadmittedthathehad more than was required for his personal use. Sentenced to 3 years for- mal probation and 120 days jailand80hourscommunity service. Peoplevs.PaulEloyDelar- osa, Driving Under the Influ- ence Causing Injury Inflic- tion of Great Bodily Injury Brief history: The defen- dant was driving on the wrong side of Interstate 5 in the middle of the night when he got into a head-on colli- sion with the victim's car. As a result of the accident, the victim sustained major inju- ries.Thedefendant'sbloodal- cohol level at the time of the accident was 0.08%. Sentenced to 6 years state prison suspended, 270 days county jail and five years for- mal probation. People vs. Jason Richard Lowe, Child Abuse, Driving Under the Influence With Priors Brief history: The sheriff's department was investigat- ing a situation where the de- fendant's 3-year-old daugh- ter was found wandering in the street by herself. A dep- uty contacted the defendant, who was sitting in his still running vehicle with two empty cans of Four Loco al- coholicbeverages.Thedefen- dant'sbloodalcohollevelwas a 0.15%. Sentenced to 4 years for- malprobationanda52-week child batterer's program and creditfortimeserved,around 2 months. Peoplevs.StarlaReneeHa- gen, Vandalism, Simple Bat- tery, Aggravated Trespass, Resisting Executive Officer, Battery Upon a Peace Offi- cer and Designated Persons Brief history: In the first case, the defendant was re- ported as a suspect in a bat- tery. When officers contacted the defendant, she began wrestling with one of them and tried to bite his face. The defendant also kicked an- other officer in the legs sev- eraltimes.Inthesecondcase, the defendant showed up at an acquaintance's house and walked into the house when theyansweredthedoor.When one of the victims tried to es- cortthedefendantoutoftheir house,thedefendantbeganto strike him in the face multi- ple times. People vs. Jessica Moskal, Robbery Brief history: The Defen- dant was visiting with the victim, who was an acquain- tance. The defendant then pepper-sprayed the victim and took his wallet. People vs. Taylor Johnson, Maintaining a Place for Sell- ing Controlled Substances, Possession of Concentrated Cannabis Brief history: The Defen- dant was investigated for manufacturingconcentrated cannabis after his basement laboratorycausedafireathis house. The Defendant was placed on probation in April 2014. In October and No- vember 2015 the defendant violated probation by testing positiveformarijuana,crash- ing his car while driving un- der the influence, driving on a suspended license and transporting marijuana and concentrated cannabis. Brief history: The defend- ants went to a residence that contained a marijuana grow. The defendants confronted thevictimandtwoothermen who were at the residence and ordered them to the ground at gunpoint. The de- fendants proceeded to tie up the victim and the two men with zip ties and duct tape. The victim was able to free himself and attempt to flee the residence but was shot several times by the armed defendants.Thevictimeven- tuallysuccumbed to his inju- ries. Defendant's vehicle was locatedashorttimelaterand a vehicle pursuit followed. Defendant's were eventually apprehended and taken into custody.Insidethevehicleof- ficers located a large amount of marijuana. One of the terms of her probation was that she is no possess animals. A probation search was conducted at her resi- dence and law enforcement located dogs, geese, guinea hens and turkeys. One of the dogs was deceased, while some of the other animals appeared to be malnour- ished, dehydrated, and in poor health. The Defendant admittedthatalltheanimals found belonged to her.
