The proposed ordinance would prohibit a butane seller from sell- ing a customer more than two canisters during a single trans- action in a 30-day period and the possession of more than 840 mil- liliters, or two canisters, by any- one not selling the product. Social Services Director Amanda Sharp kicked off the event talking about the 18- to 24-month process to bring the event together. Sharp spoke about statistics for the county that went hand in hand with an informal survey of participants meant to show the diversity of the audience gathered. Participants came from edu- cation and health related jobs to law enforcement and vari- ous other agencies and organi- zations. A large number of at- tendees had bachelors degrees, meaning they are among the roughly 8,800, or 14 percent, in Tehama County who have a bachelors or higher. The state average is 31 percent. Those in attendance partici- pated in a simulation to help il- lustrate the obstacles faced by those living in poverty, includ- ing transportation, eviction, child care and access to services. Tehama County has a pop- ulation of 63, 241 with about 15,100 of those being children and a median income of $37,300 compared to the California me- dian income of $57,300. Accord- ing to the U.S. Census, 51 per- cent of the nation's population cannot afford basic living ex- penses, which include affordable housing, Sharp said. Affordable housing, as defined by Housing and Urban Development, costs no more than 30 percent of total income, which would be about PROSPERITY SYMPOSIUM EXPLORES SOLUTIONS TO POVERTY Those in attendance participated in a simulation to help illustrate the obstacles faced by those living in poverty, including transportation, eviction, child care and access to services. By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter REDBLUFF At 10 a.m. Friday Red Bluff Police officers received a re- port of a woman demanding cash from Banner Bank, 950 Main St., and as of noon the woman had not been found. It was reported that the woman left the bank prior to police ar- riving, taking an undisclosed amount of money. The woman, described as white, about 30 years old and 5 feet 6 inches tall, was wearing a camouflage jacket and black Ca- pri style pants. She was reported to have been wearing a tan colored hat with a fluffy red wig, said Sgt. Scott Cur- tis, as he recalled what he saw on the bank's surveillance cameras. It appeared the woman had tat- toos on her legs near her ankles. Police began searching in the alley behind the bank, where the woman was last seen head- ing northbound, and at transient camps and bridge areas, Curtis said. According to the police scan- ner, the wig and some clothing had been found. There were no indications the woman had a weapon, was asso- ciated with anyone else or had a vehicle, from what can been seen from the bank, Curtis said.
