The former first lady's life was celebrated Friday by 1,000 invited guests who gathered at the Ron- ald Reagan P r e s i d e n - tial Library to pay final tribute to her and to the endur- ing love she and her hus- band shared during a storied 52-year marriage. The funeral also marked one of the last chapters of a fading political era that stirs nostalgia among American conservatives. Without Mrs. Reagan, her son said, the Republican renaissance of the 1980s might not have happened. "There would be no Ron- ald Reagan Presidential Li- brary without a President Ronald Reagan, and there likely wouldn't have been a President Ronald Reagan without a Nancy Reagan," said Ron Reagan, deliver- ing the last of several eu- logies during the 90-min- ute service. Mourners from the top ranks of Washington and Hollywood heard how Pres- ident Reagan was generally affable and trusting, but Mrs. Reagan was made of different cloth. She could be gracious and quick with a laugh, but also fiercely protective of her husband and some- times quick to anger at any perceived slight directed at him. "I think we can admit that she was not always the easiest person to deal with," her son said, draw- ing laughter from an audi- ence filled with politicians, heads of state, actors, mu- sicians, a former president and several first ladies. "She could be difficult. She could be demanding. She could a bit excessive. Truly, she could be a royal pain in the ass when she wanted to be," he contin- ued. "But usually only so my father didn't have to be. "If you happen to run into the ghost of Don Regan sometime, you can just ask him," he added, referring to the former White House chief of staff Mrs. Reagan pushed her husband to fire after the two feuded over policy issues. "Occasionally I've thought that even God might not have the guts to argue with Nancy Reagan," quipped the couple's daugh- ter, Patti Davis. Each speaker also noted the couple's enduring love. "When they were to- gether, he hid love notes around the house for her to find," said another Reagan former chief of staff, James Baker. "She reciprocated by secreting little notes in jel- lybeans in his suitcase. "Ronald and Nancy Rea- gan were defined by their love for each other," Baker continued. "They were as close to being one person as it is possible for any two people to be." President Reagan spoke in public so warmly, and so often, about his wife, for- mer Canadian Prime Min- ister Brian Mulroney re- called, that he once told Reagan he was making ev- ery other world leader look bad in front of their wives. "Well, Brian," he said the president told him with a smile, "That's your prob- lem." The guest list for the fu- neral told the story of the couple's life together, which stretched from Hollywood's Golden Age to the Califor- nia statehouse during Rea- gan's time as governor to the White House. The gathering also brought together Demo- crat and Republican, an un- usual tableau at a time of deep division in Washing- ton and on the 2016 cam- paign trail. Mourners included for- mer Reagan administra- tion official Ed Meese, for- mer House Speakers Newt Gingrich (Republican) and Nancy Pelosi (Democrat), Mike Love of the Beach Boys and singer Johnny Mathis. Among those in the front row were first lady Michelle Obama, who was seated next to former Pres- ident George W. Bush. For- mer first lady and current presidential candidate Hill- ary Clinton sat between Bush's wife, Laura, and former first lady Rosalynn Carter. Gov. Jerry Brown es- corted Mrs. Obama to the funeral, while former Gov. Arnold Schwarzenegger ar- rived with his ex-wife, Ma- ria Shriver. Reagan By Scott Smith The Associated Press FRESNO A group of Cal- ifornia farmers who de- lighted regulators com- bating the state's drought by volunteering last year to use less water on their crops for the growing sea- son has again surprised of- ficials by exceeding an ini- tial conservation target, of- ficials said Friday. Farmers in the Sacra- mento-San Joaquin River Delta last summer used 32 percent less water compared with 2013. That beats a 25 percent goal set by farmers who till land in the Delta east of San Francisco, the State Water Resources Control Board said. At the confluence of two major rivers, the Delta accounts for less than 10 percent of Cali- fornia's of irrigated farm- land, but it is the hub of the state's water system. The Delta provides water to vast farmland through- out the state and 25 mil- lion residents as far south as San Diego. The farmers approached the state with the volun- tary cuts as California en- dured a fourth year of his- toric drought, the same year Gov. Jerry Brown ordered Californians to use 25 percent less water at their homes and busi- nesses. In exchange for the farmers' offer, state water regulators agreed not to enforce potentially deeper cuts on them with the pos- sibility of the drought in- tensifying. The 217 farms that made the deal hold riparian water rights, the state's oldest water rights, giving them the most se- cured access to California's rivers and streams. "We were good sports about it, but we didn't do it for nothing," said John Kisst, a Tracy dairyman and farmer, who works 1,100 acres. "It cost us money to help." Kisst estimated that on average farmers lost $500,000 for every 1,000 acres. To save water, Kisst said that instead growing corn to feed his dairy cows, he planted less thirsty feed, which yielded half as much. Farmers also left fields unplanted and irri- gating their crops less of- ten, making them less pro- ductive, he said. Assemblywoman Cris- tina Garcia said Friday she will seek a constitutional amendment to undo Cal- ifornia voters' 1992 deci- sion to classify candy and snacks as tax-exempt es- sential food items. The Bell Gardens Dem- ocrat says consumption of fatty, ultra-processed foods has exploded since the sales taxes were re- pealed. Grocers and bottled wa- ter producers supported the tax repeal 24 years ago. It faced no organized op- position. The California Grocers Association says it's re- viewing Garcia's proposal.
