Each of the mil- itary services main- tains a discharge re- view board with author- ity to change, correct or modify discharges or dismissals not issued by a sentence of a gen- eral court-martial. The board has no authority to address medical dis- charges. The veteran or, if the veteran is deceased or incompetent, the surviv- ing spouse, next of kin or legal representative, may apply for a review of discharge by writ- ing to the military de- partment concerned, us- ing DD Form 293, "Ap- plication for the Review of Discharge from the Armed Forces of the United States." This form may be obtained from the Internet or from our office. If the discharge was more than 15 years ago, a veteran must peti- tion the appropriate Ser- vice's Board for Correc- tion of Military Records using DD Form 149, "Ap- plication for Correction of Military Records Un- der the Provisions of Ti- tle 10, U.S. Code, Section 1552." A discharge re- view is conducted by a review of an applicant's record and, if requested, by a hearing before the board. Discharges awarded as a result of a continu- ous period of unauthor- ized absence in excess of 180 days make persons ineligible for VA bene- fits regardless of action taken by discharge re- view boards, unless VA determines there were compelling circum- stances for the absence. Boards for the Correc- tion of Military Records also may consider such cases. Veterans with disabil- ities incurred or aggra- vated during active duty may qualify for medical or related benefits re- gardless of separation and characterization of service. Veterans sepa- rated administratively under other than hon- orable conditions may request that their dis- charge be reviewed for possible re-characteriza- tion, provided they file their appeal within 15 years of the date of sep- aration. Our office can provide forms and directions on how to request a review. Questions regarding the review of a discharge should be addressed to the appropriate dis- charge review board at the address listed on DD Form 293. The VRC assists Tehama County Veter- ans with transitional housing and other Vet- eran emergency assis- tance. Please contact the VRC at 223-3211 for ad- ditional details. In addition to help- ing with claims, the VSO office began validating military service for hon- orably discharged Vet- erans who would like to have "Veteran" noted on their California Driv- er's License. As with Te- hama County Veteran ID cards, please bring your DD-214. As staffing per- mits, we will issue the Veteran Department of Motor Vehicle (DMV) paperwork for your Cal- ifornia Driver's License in the Red Bluff office on Monday and Wednesday mornings from 9-11 a.m. Corning appointments will be by walk in dur- ing regularly scheduled VSO visits and the DMV form will be mailed back to you the same after- noon from the Red Bluff office, or we can bring it back to you the fol- lowing week during our Corning VSO visit. Once the DMV form is vali- dated and stamped by the VSO, the form is ready to be taken to the DMV. Once accredited, Beverly Holden will be able to sign the DMV forms. As a reminder, assisting Veterans and their families with their VA claims is our high- est priority, as we have Veterans with serious health and financial is- sues. There are many state and federal benefits and programs available to veterans and their de- pendents. Each spring, the Con- gressional Institute spon- sors a nationwide high school visual art competi- tion that honors the talents and abilities of the nation's young people. Last year's winning artwork, Universal Soul by Karly Chin of Red- ding, will hang in the Cap- itol through May, when it will be replaced by the 2016 Congressional Art Competi- tion winner. "I am pleased to an- nounce the start of the 2016 Congressional Art Competi- tion," said LaMalfa. "Since the competition began in 1982, more than 650,000 high school students have participated. This year I am encouraging all high school students to exercise their artistic talent and partici- pate for the chance to come see their artwork exhibited at the US Capitol in Wash- ington, D.C."
