ByJohnAntczak TheAssociatedPress MOJAVE Virgin Galactic will roll out a new version of its SpaceShipTwo space tourism rocket Friday as it prepares to return to flight testing for the first time since a 2014 accident de- stroyed the original, killed one of its pilots and set back the nascent industry. The space line founded by Sir Richard Branson will unveil the craft at Califor- nia's Mojave Air & Space Port, where it was assem- bled. SpaceShipTwo is de- signed to be flown by a crew of two and carry up to six passengers on a high-speed suborbital flight to the fringes of space. At an al- titude above 62 miles, pas- sengers will experience a few minutes of weightless- ness and see the Earth be- low. After years of devel- opment, Virgin Galactic appeared to be nearing the goal of turning ordi- nary civilians into astro- nauts when the first Space- ShipTwo broke apart on Oct. 31, 2014, during its fourth rocket-powered flight. Wreckage fell to the Mojave Desert floor. "When we had the acci- dent, for about 24 hours we were wondering whether it was worth continuing, whether we should call it a day," Branson said. He said engineers, astronauts and members of the public helped convince him that space travel is too impor- tant to give up on. The crash investigation found that co-pilot Michael Alsbury prematurely un- locked the so-called feath- ering system that is in- tended to slow and stabi- lize the craft as it re-enters the atmosphere. Alsbury was killed, but pilot Pe- ter Siebold, although seri- ously injured, parachuted to safety. The "feathers" — a term derived from the design of a badminton shuttlecock — are tail structures that ex- tend rearward from each wingtip. They are designed to swivel upward at an an- gle to create drag, prevent- ing a buildup of speed and heat, and then rotate back down to normal flying po- sition as the craft descends into the thickening atmo- sphere. A National Transporta- tion Safety Board investi- gation found that Scaled Composites, a company that was developing Space- ShipTwo with Virgin Ga- lactic and was responsible for its test program, should have had systems to com- pensate for human error. The NTSB chairman, Chris- topher Hart, said it wasn't a matter of shortcuts but of not considering a crew member would make the mistake that occurred. Virgin Galactic subse- quently assumed full re- sponsibility to complete the test program. The company stressed in a statement Thursday its commitment to testing from the level of individual parts on up to the complete craft. "Our team's job is to plan out not just the obvious tests but also the strange and inventive ones, to con- duct those tests, and to use the data from those tests to re-examine everything about our vehicle to ensure we can take the next step forward," it said. The company did not project a timeline for actu- ally carrying space tourists, noting that "our new vehicle will remain on the ground for a while after her unveil- ing, as we run her through full-vehicle tests of her elec- trical systems and all of her moving parts." SpaceShipTwo is the suc- cessor to SpaceShipOne, the winged rocket plane that won the $10 million Ansari X Prize in 2004 by demonstrating a reusable spacecraft capable of car- rying three people could make two flights within two weeks to at an altitude of least 62 miles. By Tami Abdollah and Eric Tucker The Associated Press WASHINGTON The Obama administration told a U.S. magistrate judge on Fri- day it would be willing to allow Apple Inc. to retain possession of and later de- stroy specialized software it has been ordered to design to help the FBI hack into an encrypted iPhone used by the gunman in Decem- ber's mass shootings in Cal- ifornia. The government made clear that it was open to less intrusive options in a new legal filing intended to blunt public criticism by Apple's chief executive, Tim Cook, who said the software would be "too dangerous to create" because it would threaten the digital privacy of millions of iPhone cus- tomers worldwide. "Apple may maintain custody of the software, destroy it after its pur- pose under the order has been served, refuse to dis- seminate it outside of Ap- ple and make clear to the world that it does not ap- ply to other devices or us- ers without lawful court orders," the Justice De- partment told Judge Sheri Pym. "No one outside Ap- ple would have access to the software required by the or- der unless Apple itself chose to share it." Meanwhile, the legal fight continued to reverber- ate on the presidential cam- paign trail as Republican candidate Donald Trump called on Americans to boy- cott Apple until it complies with the court order. Trump made the com- ment during a question- and-answer session in Paw- leys Island, South Carolina, where he's campaigning ahead of Saturday's presi- dential primary. In the latest verbal volley between the federal govern- ment and one of the world's most respected companies, the Justice Department ar- gued that Apple has the technical ability to comply with a court order issued this week — but won't do so because of its marketing strategy. "Apple has attempted to design and market its products to allow technol- ogy, rather than the law, to control access to data which has been found by this court to be warranted for an important investiga- tion," the filing states. The Justice Department's motion, which seeks to force Apple to comply with Pym's order, appears aimed at rebutting some of the key objections of Apple and its supporters. It says that the software the government seeks, contrary to Apple's assertions, is not akin to a "master key, capable of opening hundreds of mil- lions of locks." And it also rejects the idea that the court order placed an un- reasonable burden on the company, saying Apple al- ready has the technical wherewithal to satisfy it. "To the extent that Apple claims that the order is un- reasonably burdensome be- cause it undermines Apple's marketing strategies or be- cause it fears criticism for providing lawful access to the government, these con- cerns do not establish an undue burden," the govern- ment wrote. Apple's written objec- tion, already signaled by Cook in a message to Ap- ple customers, is due next Friday. The magistrate on Tues- day ordered Apple to pro- vide the FBI with highly specialized software that could be loaded onto the work-issued iPhone 5C used by Syed Farook, who died with his wife in a gun battle with police after killing 14 people in Decem- ber in San Bernardino, Cal- ifornia. The U.S. has said the attacks were partly in- spired by the Islamic State terror group. Although the judge in- structed Apple to create the software for the FBI, she said it could be loaded onto the phone at an Apple facility. But the Justice Depart- ment made explicit Friday that Apple could retain cus- tody of the software at all times. The specialized soft- ware would bypass a se- curity self-destruct feature that erases all data after 10 consecutive, unsuccessful attempts to guess the un- locking passcode. In their filing Friday, prosecutors explained that investigators would be willing to work re- motely to test passcodes, while Apple retained both possession of the phone and the technology itself.
