The driver, Morgan Parker, 21, of Corning was taken to St. Elizabeth Communnity Hospital with moderate injuries follow- ing the collision, which is being investigated for possibly being a DUI case, a CHP Spokesman said. Parker had been driving north on Capay Road when she collided with the cow, causing major dam- age to a 2006 Volkswagen. Intial reports of the outage, which started about 1:45 a.m., had 48 customers affected after the pole broke, PG&E Spokesman Paul Moreno said. Power was re- stored to 28 customers by 4:15 a.m. and as of about noon only 15 customers were without power. The final group of customers had power restored about 1:45 p.m. "This is a very tall pole as it supports transmission power lines at the top, then lower it sup- ports electric distribution power lines," Moreno said. CAPAY ROAD Crashcausespoweroutage By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter RED BLUFF The Tehama County Solid Waste Manage- ment Agency began installing 55 new outdoor dual trash and recycling receptacles Wednes- day throughout the city's parks and at the community center and county libraries. The project aims to promote a recycling culture within our community and county, said Ra- chel Ross, agency manager of the Tehama County Solid Waste Management Agency. The program is being funded by CalRecycle Beverage Con- tainer Recycling Grant, in the amount of $60,000, that the agency received in 2015. In partnership with the Red Bluff Parks and Recreation Department and the Tehama County Library, the agency de- cided to replace the trash cans at these various locations with side-by-side trash and recycle bins to also upgrade the look of these receptacles, Ross said. The design allows for the com- munity to have the opportunity to recycle now that the option is available. Prior to the program being implemented, patrons of these facilities did not have access to recycling and would put their CRV and mixed recycling in the trash, Ross said. This project is expected to increase recycling rates, decrease overall landfilled recyclables and benefit the envi- ronment and community. Contractors from DC Fabri- cation out of Paradise designed and installed 52 receptacles at local parks including John R. Trainor Park and Red Bluff City Park. The company installed two receptacles at the two Te- hama County libraries and in- stalled one at the Red Bluff Com- munity Center. The receptacles themselves are made from 97-99 percent recycled metal and the outside is painted in a non-toxic paint, Ross said. While the receptacles were designed with CRV recycling in mind, the agency encourages pa- trons of the Red Bluff parks and Tehama County Library to uti- lize the receptacles for all ac- ceptable recycling materials.
