House Republicans and Democrats joined together to overwhelm- ingly approve the bill by a vote of 408-2 less than a week after North Korea launched a rocket carry- ing a satellite into space. Pyongyang conducted its fourth underground nuclear test last month. Both actions sparked worldwide condemnation and heightened fears the reclusive Asian nation is moving steadily toward assembling an atomic ar- senal. The Senate passed the legislation earlier this week. The Obama administra- tion said it wouldn't op- pose the bill, but officials declined to say whether or when President Barack Obama would sign it. The sanctions from Congress come at the same time that the U.S. and China are in delicate negotiations over a U.N. Security Council res- olution on new sanctions, with China raising con- cerns about measures that could devastate North Ko- rea's economy. The expanded sanctions are intended to deny North Korea the money it needs for the development of miniaturized nuclear war- heads and the long-range missiles required to deliver them. The legislation also au- thorizes $50 million over the next five years to trans- mit radio broadcasts into North Korea, purchase communications equip- ment and support human- itarian assistance pro- grams. Rep. Ed Royce of Cal- ifornia, the Republican chairman of the House Foreign Affairs Commit- tee, said Friday that it's time for the United States to stand with South Korea and Japan. Both countries already are responding to North Korea's aggression, said Royce, who called on Russia and China to "fol- low suit." Japan announced new sanctions Wednesday that include expanded restric- tions on travel between the two countries and a com- plete ban on visits by North Korean ships to Japan. South Korea cut off power and water supplies to a factory park in North Korea, a day after the North deported all South Korean workers there and ordered a military takeover of the complex that had been the last major symbol of coop- eration between the rivals. The switch would re- verse a decades-old trend of expanding passport-free travel in Europe. Since 1995, people have been able to cross borders amongSchengenAreamem- ber countries without docu- ment checks. Each of the current 26 countries in the Schengen Area is allowed to unilaterally put up bor- der controls for a maximum of six months, but that time limit can be extended for up to two years if a member is found to be failing to protect its borders. The documents show that EU policy makers are preparing to make unprec- edented use of an emer- gency provision by declar- ing that Greece is failing to sufficiently protect it bor- der. Some 2,000 people are still arriving daily on Greek islands in smugglers' boats from Turkey, most of them keentomovedeeperintoEu- rope to wealthier countries like Germany and Sweden. In Brussels on Friday, EU nations acknowledged that the overall functioning of Schengen "is at serious risk" and said Greece must make further efforts to address "serious deficiencies" within the next three months.
