The California Association of Health Plans told a state Assembly committee on Wednesday that the proposal would secure funding for Medi-Cal while "protecting afford- ability" of insurance premiums. Cigna Life and Health Insur- ance Company remains opposed, saying the bill would affect plans differently. The committee took no action. Brown wants to impose a new tax on insurance plans, which would be matched by federal dol- lars. It would prevent a $1.1 billion hole in the budget for Medi-Cal, California's health insurance plan for the poor. In exchange, the state would eliminate other taxes on insur- ance plans. LEGISLATURE Insurersback proposed state health plan tax By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter SACRAMENTO The trial for the Tehama County man charged with the murder of a 14-year-old- girl, stemming from an incident in February of 2013, has been de- layed after a trial continuance was granted Monday at the Sac- ramento Superior Courthouse. Quentin Bealer's trial was set to begin Monday with jury selec- tion and testimonies were sched- uled to begin Feb. 22. At this time, a new trial date has not been set. "The trial date was vacated be- cause the District Attorney turned over nearly 1000 pages of reports that are 3-years-old," said Bealer's Defense Attorney Shon Northam. "There is no way the defense could read, analyze and investi- gate the information contained within these reports and be ade- quately prepared for trial which is guaranteed by the United States Constitution's Sixth Amendment Right to Effective assistance of COURT Murder trial delayed for Tehama County man By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF Sirens blaring and red and blue flashes lighting up the sky about 8:30 p.m. Tuesday in the area of Jackson Street and Lu- ther Road preceded reader reports of a fully-involved structure fire. Scanner traffic confirmed a structure fire incident in the 500 block of Johnson Street, near Elm Street, with heavy smoke and fire conditions. The fire was reported at 8:37 p.m. and the residence was fully-involved upon fire depart- ment arrival, a Red Bluff spokes- woman said. The cause of the fire, which caused minor radiant heat damage to a house on the north side of the lot, is under investiga- tion. Scanner reports about 8:50 p.m. indicated a perimeter was set up around the fire with tem- porary closures at Oak and John- son streets and at Elm and Lincoln streets. Fire personnel reported at 9:15 p.m. that the fire was con- trolled. Red Bluff Fire was assisted by CalFire and Tehama County Fire. All units cleared by 2:20 a.m. Wednesday. Red Bluff Fire had one engine, one ladder truck, one res- cue squad, and two chiefs with 10 personnel total on scene. CalFire responded with two chiefs, a train- ing captain, and one engine with six personnel total. PG&E and St. Elizabethambulancealsoassisted. Organizers said the raffle brought in about $1,400 with an additional amount of about $350 brought in through ef- forts of the student govern- ment, not including proceeds from t-shirts sold. Money raised was donated to Mercy North Foundation, the non- profit arm of Dignity Health, the parent company of St. Eliz- abeth Community Hospital. Senior Stefanie Brunello while no longer on the basket- ball team has continued partic- ipating in the committee that puts the event on, participating on it for all four years of high school, in part because it's per- sonal for her having had a fam- ily member who was diagnosed with cancer when she was in fifth grade, she said. "It's a good event and I liked being a part of the committee to help keep the event run- ning," Brunello said. It was always her favorite part of basketball season when she did play and the group tries every year to add to it and ex- pand with hopes of bringing back a rally for the event along with a weeks worth of activi- ties to accompany it, Brunello said.
