TheAssociatedPress WASHINGTON President Barack Obama has or- dered all new or reno- vated federal buildings to be equipped with the lat- est protections against earthquakes. Obama signed an ex- ecutive order on Tues- day creating a Federal Earthquake Risk Man- agement Standard. The White House says the standard will improve fed- eral buildings' resilience to earthquakes, making them safer and lowering the costs for recovering from a quake. Obama's order said that agencies constructing or updating federal build- ings must ensure they're built with earthquake-re- sistant designs that meet the latest building codes. The White House said that following those codes is one of the best ways to save the lives of people liv- ing in a building. The White House is also seeking to make more progress in deploy- ing an early earthquake warning system along the West Coast. Federal agen- cies are exploring ways to speed up the permitting process for new seismic monitoring stations. Interior Secretary Sally Jewell said during a White House conference on earthquake resilience that the goal is to give people a short head start before an earthquake hits. Such de- tections systems would al- low trains to stop or slow down and elevator doors to open a few seconds be- fore the full force of the earthquake hits. Once the system is fully operational, early warn- ings would be issued by the United States Geo- logical Survey. The alerts would also go out to indi- vidual smartphones and allow people to move away from hazardous locations and "drop, cover, and hold on" before strong shaking occurs. "When it's fully func- tional, it will put pre- paredness within every- body's reach," Jewell said. "Alerts will be fast, they'll be reliable about ongoing natural hazards, not just earthquakes but tsunamis as well." Jewell said several countries including Ja- pan, China, Turkey and Mexico have more ad- vanced earthquake warn- ing systems than what is available in the United States. "We are not first to this party. I wish we were," Jewell said. RISK MANAGEMENT Obama orders more earthquake resilience The Associated Press SAN JOSE A man was killed when a 70-foot tall eucalyptus tree fell on him at a park in San Jose. KNTV reports (http:// bit.ly/1QEIlYv ) Tuesday that his death was re- ported just after 3 p.m. Monday at Berryessa Creek Park. His name and age were not released. Police said several children in the area were able to escape as the tree was falling. City officials are in- vestigating and say the cause could be weather or drought related. At least four others in Northern California have been killed by fallen trees over the last few years, including a camp counselor in 2013 and two teen boys last Au- gust, both in Yosemite. A 16-year-old boy in Oakland died when a branch broke while he was climbing a tree last December. A city arborist was called to investigate the cause. A specialized tree inspector will also inves- tigate on Tuesday. Information from: KNTV-TV.
