Gwyn Teney-Rangell, 95, would listen to her husband, Cur- tis Rangell, tell her the incredi- ble stories about his upbringing throughout their nearly 21 years of marriage, she said. Notes were piling up as she wrote down each story he told, eventually compil- ing all the notes into a 30-page manuscript. AUTHOR Localwoman publishes book in honor of husband ORLAND The U.S. Army Corps of Engineers Sacramento District is making small flood releases from Black Butte Lake near Orland to safely accommodate high inflows expected over the next two weeks. The watershed has seen consis- tent rainfall this winter and fore- casters predict multiple storms will hit the area in the coming weeks. The lake needs to be kept at or below a certain level, called the top of conservation pool, in or- der to have space available for the high volume of water projected to make its way to the lake. Black Butte Lake is the only Corps reservoir in Northern Cali- fornia making flood releases. This is a result of the relatively small size of the lake which means it can fill up rapidly. During a majority of the year, the Bureau of Reclamation is the organization that handles re- leases from Black Butte. How- ever, during the winter season, when the water level rises above the top of conservation, the Corps has jurisdiction over the types of releases that are made to ensure flood risk reduction. BLACK BUTTE RESERVOIR Small flood releases being conducted By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter RED BLUFF The two Fresno men charged with murder and rob- bery stemming from a 2013 mar- ijuana incident gone wrong re- jected a plea offer Friday in Te- hama County Superior Court of a 42-year, 4-month sentence. The defendants, Alan Doul- phus, 28, and Chase Doulphus, 25, are scheduled to be back in court Feb. 19 for a motion hear- ing. Trial is set for 1:30 p.m. Feb. 24 through Feb. 26 in department two of the courthouse. The two men, along with a third man, allegedly attempted to rob a medical marijuana grow- ing operation about 16 miles west of Red Bluff in the 15800 block of State Route 36W on Oct. 3, 2013, according to Daily News' archives. Tehama County Sheriff's depu- ties and Red Bluff Police officers responded to the AM-PM mini market on North Main Street around 9 a.m. for a report of a gunshot victim, according to the archives. According to the Tehama County District Attorney's case update, the defendants allegedly confronted the victim, 37-year- old Keo Oudone Vannarath of Redding, and two other men who were at the residence and ordered them to the ground at gunpoint. Vannarath and the two other men were tied up with zip ties and duct tape, according to the case update. Vannarath was able to free himself and attempted to flee but was allegedly shot several times by the defendants. Vannarath was transported by private vehicle to the mini mar- ket, then taken to St. Elizabeth Community Hospital via ambu- lance, but was pronounced dead shortly afterwards.
