The garage of another residence in the same block of Monroe Street was reported burglarized on Feb. 23 as well, logs said. Downtown carnival During the search of the residence, two Krick people were detained, including Clint Dean Poore, 45, of Red Bluff on charges of possession of a con- trolled sub- stance and possession of drug paraphernalia. Kaufman Medical personnel were called to the alley behind the resi- dence when one of the suspects was becom- ing incoherent, possi- bly due to being under the influence of drugs, logs said. The man was taken by ambu- lance to St. Elizabeth Community Hospital for medical clearance before he was booked into Tehama County Jail. Another suspect was cited and released on scene for possession of drug paraphernalia, logs said. However, detectives didn't release information about the case as it was still under investigation. Hours are 3-10 p.m. today, 9:30 a.m. to 10 p.m. Saturday and 10 a.m. to 5 p.m. Sunday. The carnival is hosted by the Red Bluff Round-Up Association and the Red Bluff-Tehama County Chamber of Commerce. Bill would ban hunters' use of dogs to tree bears FRESNO (AP) — A decades-old fight is brew- ing again over legislation to ban the use of dog packs to chase bears and bobcats up trees so a hunter can kill them. The latest measure, scheduled for a Senate committee hearing next week, comes after the state's top fish and game official was criticized this year for a hound-hunting trip Idaho. Dan Richards shot a mountain lion that had been chased up a tree. A photo of him with the dead cougar was printed in a hunting publication. Many were outraged because mountain lions are a protected species in California, but Richards maintained that he violat- ed no hunting laws in Idaho. Opponents of dog packs for hunting say the practice is unsportsman- like because the targeted animal has little chance of eluding the hunter no mat- ter how far it runs. The California Hounds- men for Conservation, the state's leading hound- hunting group, decried the measure, which is being pushed by the Humane Society of the United States. ''This bill has no merit, is founded on misconcep- tions that are promoted with propaganda'' and is not something lawmakers should spend time on, group president Josh Brones wrote in an email. The bill's co-author said Richards' hunting trip helped revive the issue for him. ''I actually thought that this inhumane practice would have been banned in California already, like it is in Montana, Wyoming, Colorado and other pro-hunting states,'' Sen. Ted Lieu said. ''It's completely unnec- essary,'' he added. The bill was co- authored by Sen. Pro Tem Darrell Steinberg, a Democrat. Gov. "We need help design- ing a mascot that will be used for years to come as the face of the care cen- ter," Manager Mark Stor- rey said. "We are excited to see all the wonderful designs the creative resi- dents of Tehama County can come up with." The care center is hold- ing a design contest, which is open to all Tehama County residents. The deadline is today and last minute entries can be delivered to the Care Cen- ter, 1830 Walnut St., in Red Bluff. Entries can be in any art format, but no bigger than 11x17 and should preferably be saved to a CD. The winner will be announced at the Second Annual Animal Care Cen- ter Open House, which is set for May 5. "We look forward to having a fun image we can call our own that rep- resents the wonderful ani- mals in our care," Storrey said. "Due to budget cuts, we will be splitting the proceeds between Red Bluff Volunteer Fire Department and Relay For Life this year," said Engineer Matthew Shobash. "The money collected that goes to the volunteer fire department will be used for equipment needed by the department, such as hose, uniforms for the reserves and whatev- er is determined to be priority." The boot drive col- lected $7,110 in 2011, which brings the total raised since 2003 up to about $88,475, said Captain Dom Catona. "We're nearing the $100,000 mark," Catona said.
