The crashes within a half mile of each other about 20 miles east of Cincin- nati, Ohio, closed the inter- state in both directions for at least six hours, Indiana State Police Sgt. Stephen Wheeles said. He said six people suffered injuries, but none were life-threatening. "It's a mess," Wheeles said in a telephone inter- view several hours after the first crash. "A lot of the wit- nesses said it was blind-out, whiteout conditions." Indiana State Police also said three people were in- jured in a pileup involving nine semitrailers and four passenger vehicles on west- bound I-70 near the Ohio state line. Another pileup temporarily closed part of I-65 about 20 miles south of Indianapolis. The I-74 crashes began about 11 a.m. with a jack- knifed semitrailer in west- bound lanes that collected 28 other vehicles, Wheeles said. The secondary col- lisions involving 10 to 12 other vehicles also oc- curred in westbound lanes as traffic braked for vehicles stopped for the first pileup and went out of control. Eastbound lanes also were closed to allow emer- gency vehicles to reach the crashes, Wheeles said. The National Weather Service placed most of Indi- ana under a winter weather advisory, saying the snow and wind could cause sud- den whiteout conditions and wind chills falling to around zero. The agency responsible for protecting those with special needs declined to investigate most of the nearly 1,400 deaths of developmen- tally disabled people in state care in the past two years, leaving the major- ity of investigations to the caretaker facilities them- selves, according to newly released records. An advocate who sought the documents' release under the state's open-re- cords law said they indi- cate that the Justice Cen- ter, established more than two years ago by Gov. An- drew Cuomo to be the pri- mary investigative agency for possible cases of abuse and neglect in state care, is simply not doing its job. "Enough is enough. Peo- ple with disabilities are not subhumanbeings,"saidMi- chael Carey, who became an activist after his dis- abled son was smothered by a state worker in 2007. The records showed that of the 1,381 developmen- tally disabled people who died in state care from June 30, 2013 to May 31, 2015, just six deaths were investigated by the Justice Center. Four deaths were investigated by the Office for People with Develop- mental Disabilities, which is in charge of state ser- vices for those with intel- lectual disabilities, cerebral palsy, Down syndrome, au- tismandotherneurological impairments. The rest of the investigations, 1,371 of them, were left to the care- taker facilities where those deaths occurred. State officials disputed Carey's allegations and cited additional data not included in those records. Justice Center spokes- woman Diane Ward said the center has actually in- vestigated 71 deaths of de- velopmentally disabled people when there was al- leged or suspected abuse or neglect, closing 65 cases so far and confirm- ing abuse or neglect in 26.
