ByLolitaC.Baldor The Associated Press WASHINGTON A top Ma- rine general predicted Fri- day that the Defense De- partment's vows to main- tain the same standards for women and men in combat jobs won't last, saying the military will eventually be pressured to lower the qual- ifications so more women can serve in jobs like the Marine infantry. The public comments by Gen. John Kelly, head of U.S. Southern Command, underscored how strongly the Marines opposed De- fense Secretary Ash Cart- er's plans to fully integrate women into all combat jobs, including the Ma- rine Corps and special op- erations forces like Navy SEALs and Army Green Be- rets. A new, high-level dis- agreement is erupting over whether the Marine Corps must also fully integrate its 12-week recruit training program at Parris Island in South Carolina. "They're saying we are not going to change any standards," Kelly told re- porters at the Pentagon. "There will be great pres- sure, whether it's 12 months from now, four years from now, because the question will be asked whether we've let women into these other roles, why aren't they stay- ing in those other roles? Why aren't they advancing as infantry people?" Changeforthebetter? Kelly, who has been a Ma- rine for 45 years and served three tours in Iraq, said the sole basis for change in the military should be whether the change will make units more lethal. "If the answer to that is no, clearly don't do it. If the answer to that is, it shouldn't hurt, I would sug- gest that we shouldn't do it, because it might hurt," Kelly said. Carter in December or- dered all combat jobs open to women, but also vowed that no standards would be lowered to make way for women. The Marine Corps ini- tially sought to keep cer- tain infantry and combat jobs closed to women, citing studies showing combined- gender units are not as ef- fective as male-only units, but they were rebuffed. Carter's December ruling said the military services should integrate women into combat jobs "using their existing recruiting, accession, training and as- signment procedures." But on Jan. 1, Navy Sec- retary Ray Mabus told the Marines he wanted a plan by Jan. 15 for how the Ma- rines would fully integrate their recruit training. And he said he wanted the in- tegration to begin no later than April 1. A spokesman for Ma- rine Commandant Gen. Robert Neller, Lt. Col. Eric Dent, said Mabus' memo is being reviewed. But of- ficials familiar with the events said an irate Neller wants a one-on-one meet- ing with Carter to discuss the matter. They said Ma- rine leaders don't want women and men training together and want to de- termine the implications of the change before do- ing anything. The offi- cials spoke on anonymity because they were unau- thorized to speak publicly about Neller's plans. The current system Under the current sys- tem, women who enlist in the Marine Corps go to Parris Island for their ini- tial three months of recruit training and are assigned to one battalion. Men training there are assigned to three other battalions. The Marine Corps says this gives women time to do early training and study with female drill instruc- tors who can serve as role models, help them build confidence and develop the physical and other skills needed to progress. Marine leaders argue that the separation also min- imizes distractions and harassment issues, while also better preparing the women to compete as they move into the next two lev- els of integrated training with men. The other three services, however, do not separate women from men in basic training, although it is not unusual to have all-male platoons or battalions in training because there of- ten aren't enough women to populate all the units. Men and women have sep- arate living quarters. After the recruit train- ing, the men and women go through Marine com- bat training together. They then move on to their for- mal training for their spe- cific jobs, which also is in- tegrated. In a second memo, which was obtained by The Asso- ciated Press, Mabus also warned Marine Corps lead- ers not to use any concerns about integrating women into combat jobs as ways to delay the process. In its implementation plan submitted last month, the Marine Corps noted it would be reviewing and monitoring combat read- iness, morale, incidents of sexual assault or harass- ment and other effects as the integration of women into combat jobs goes on. COMBAT POSITIONS Marine Corps debate over women continues to roil By Errin Haines Whack The Associated Press PHILADELPHIA A man us- ing a gun stolen from police said he was acting in the name of Islam when he am- bushed an officer sitting in his marked cruiser at an in- tersection, firing more than a dozen shots at point-blank range, authorities said Fri- day. Both the officer and suspect were wounded dur- ing the barrage of gunfire. The suspect, 30-year- old Edward Archer, also pledged allegiance to the Islamic State group when he was questioned after his arrest in the shooting late Thursday, police said. Police Commissioner Richard Ross described the attack on Officer Jesse Hartnett, captured on a po- lice surveillance camera, as an attempted assassination. "He just came out of no- where and started firing on him," Ross said. "He just started firing with one aim and one aim only, to kill him." Ross said Archer told po- lice he believed the depart- ment de- fends laws that are con- trary to Is- lam. Police said there was no indi- cation any- one else was i n v o l v e d . But Ross also said "it stands to rea- son there is more unknown than known." Federal agents joined lo- cal police in the execution of search warrants at two Philadelphia area proper- ties associated with Archer, investigators said. Capt. James Clark, head of the homicide unit, said Archer told investigators: "I follow Allah. I pledge my allegiance to the Islamic State and that's why I did what I did." Archer's mother, Valerie Holliday, said he has been hearing voices recently and that family asked him to get help. She also said her son felt targeted by police. She described him as devout Muslim. The gunman fired at least 13 shots toward Hart- nett and eventually got up next to the car and reached through the driver's-side window, investigators said. Despite being seriously wounded, Hartnett got out of his car, chased the sus- pect and returned fire, wounding his attacker in the buttocks, police said. Other officers chased Ar- cher and apprehended him. Hartnett, 33, was shot three times in the arm and will require multiple sur- geries, but was listed in sta- ble condition. Archer was treated and released into police custody. Ross called it "absolutely amazing" that Harnett sur- vived. "It's nothing short of miraculous and we're thankful for that," he said. Last March, Archer pleaded guilty to firearms and assault charges stem- ming from a 2012 case but was immediately released and placed on probation, court records show. Records also show he was scheduled to be sentenced Monday in suburban Philadelphia in a traffic and forgery case. Surveillance footage of the attack showed Archer dressed in a white, long- sleeved tunic. When asked if the robe was considered Muslim garb, Ross said he didn't know and didn't think it mattered.
