ByDonThompson TheAssociatedPress SACRAMENTO Authorities said Thursday that two people have been arrested on terrorism-re- lated charges in California and Texas, including a refugee from Iraq who is charged with lying to federal investigators about his travels to Syria. A criminal complaint unsealed Thursday accuses Aws Moham- med Younis Al-Jayab, 23, of trav- eling to Syria to fight alongside terrorist organizations and lying to investigators about it. The complaint said Al-Jayab, a Palestinian born in Iraq who came to the United States as an Iraqi refugee in October 2012, communicated on social me- dia about his intent to return to Syria to fight for terrorist orga- nizations, discussing his previ- ous experience fighting against the regime in Syria. After nearly five hours, the wa- ter pipes in the intersection were repaired after 2 p.m. Water was turned off for a few hours dur- ing that time for homes nearby the water main break, said Dawn Grine, Public Works director. A leak was reported to have started Sunday in one of the older pipe lines in Corning. Grine said the water main break was caused by normal wear and tear. Rainy weather over the past week caused more water to be in the intersection than normal. This made it more difficult to get un- derground to fix the leaking pipe. The city had to wait for Pacific Gas and Electric Co. and AT&T to identify their lines before digging began, Grine said. During a portion of the road closure the city was able to re- route traffic and to let people pass through the intersection. LEAK Ro ad cl os ur e caused by break in water main Staff Reports @redbluffnews on Twitter RED BLUFF A 49-year-old Red Bluff man was arrested late Wednesday evening in connec- tion with a domestic disturbance in the 100 block of Gilmore Road. Frank Spike Roehrich was booked into Tehama County Jail on the felony charges of false im- prisonment with violence and pa- role violation. He also was booked on the mis- demeanor charges of unlawful ob- struction of emergency telephone use and assault with a deadly weapon: not firearm- great bodily injury. Bail was $48,000. Red Bluff Police logs show a call was received at 10:40 p.m. from a woman stating Roehrich had assaulted her and was still in the residence. She also requested medical. Officers were dispatched to the O'Nite Trailer Park, 130 Gilmore Road, where they learned upon arrival that Roehrich, the victim's boyfriend, had struck the woman several times causing obvious in- juries to her face. The woman was transported to St. Elizabeth Com- munity Hospital by ambulance for treatment and has since been re- leased. Upon further investigation, it was learned that after Roeh- rich assaulted the woman he had taken her cell phone from her af- ter she told him she was going to call the police. Roehrich also physically held onto the woman and blocked the front door to pre- vent her from leaving the trailer. The event is scheduled to take place on Saturday, March 12 at the Red Bluff Community Center, 1500 S. Jackson St., said Officer James Talley, a member of the Steering Committee. A family-oriented event with a live band, raffle and live auc- tion will take place and feature a gourmet hot dog bar. The department has one K-9, Many, who is assigned to Sgt. Michael Brown as his handler. Many was brought on board on Feb. 7, 2012 following the suc- cess of a capital campaign that raised funds from the commu- nity. All funds raised from the event will go toward caring for Many and possibly the pur- chase and training of a second K-9, Talley said. The first year of acquiring a K-9 is the most expensive, with the costs to purchase a dog running about $7,500, Chief Kyle Sanders said. Costs for the first year include acquiring all the equipment needed such as a kennel for the dog to be kept in at home. That doesn't include the training, which runs about $4,500. Once the initial prepara- tion for the dog takes place, the average cost for each year is about $5,000, not including any unexpected needs, Sand- ers said.
