Theproposedexpansionwould closeMadisonStreetbetweenthe jail and the site of the Tehama CountyLibrary. Thelibraryhasbeendisplaced bythejailexpansionprojectand willbemovingtotheDailyNews buildingonDiamondAvenueina $6.4millionremodelingproject. TheoptionofrealigningMadi- sonStreethasbeenmostfavorable amongthesupervisorsbecauseit would mean not having to close thestreet. Otheroptionsforthejailexpan- sion project, presented by Chief Administrator Bill Goodwin, in- cludedbuildingabridgeoratun- nelconnectingtheexistingjailand the new portion to avoid the clo- sureofMadisonStreet.Thesepos- sibilitieshavesincebeenremoved fromtheplansbecauseofcost. Nodecisionhasbeenmadeon thematteranditwillbebrought backtothecityandcountyforfur- therdeliberation. Water restrictions A new water ordinance was put in place this year to adapt to the on-going drought California has been facing. Corning adopted the new water ordinance on June 9 and it went into effect July 9. The city declared a Stage II drought condition on May 26 that now requires regulations restrict- ing customers to watering out- doors no more than twice a week. On May 19, the Red Bluff City Council declared the city to be in a Stage III water shortage, making way for such water-saving mea- sures as watering only two days per week. The new restrictions for Red Bluff state that customers may water only on specified days be- tween midnight and 8 a.m. and again the same day between 9 p.m. until midnight. Excluded from the water re- strictions are fruit and shade trees, vegetable gardens and or- chards. The new rule is intended only for ornamental landscapes. In Red Bluff the required water reduction is 36 percent. In Corn- ing a 25 percent reduction of wa- ter use is required. Shootings Shootings took place in Lake California, Red Bluff and Cotton- wood in 2015 that resulted in two people dead and three with gun- shot wounds. Lake California: On June 25, sev- eral reports were received of shots being fired at the Country Store in Lake California. The suspect, John Noonkester, was found at the scene near the store where the bodies of his ex- wife, Kimberlee Thomas, and her father, Keith Thomas, were found on the ground in front of the building. Noonkester is in custody and is charged with shooting and killing his ex-wife and her father an shooting and wounding a by- stander. Diversion Dam: A 17-year-old girl was shot near the Red Bluff Diver- sion Dam on July 19and has since recovered from her injuries. Anthony Nahinu, who was 18 at the time of the shooting, is due in court in February for sentenc- ing after pleading guilty on Dec. 18, 2015 to a charge of attempted murder. A social media dispute was the initial reason for the teens, includ- ing the victim, meeting at the Di- version Dam. Nahinu was associ- ated with one of the girls in the dispute and when the argument became more intense, a gun was fired injuring the victim. Luce Griswold Road: In Cotton- wood, five days later on July 24, a shooting was the result of an al- leged marijuana deal gone bad. The incident le one man with a gun- shot wound and another kidnapped for ransom money. Several Tehama County law en- forcement agencies collaborated in the investigation and found five men involved in the incident. The suspects, William Foster, Derek Hale, Garrett Lenardo, Zachary Thornton and Robert Beaugrand pled not guilty Dec. 14, 2015 to the charges of conspiracy to commit a crime, kidnapping, assaulting a person with a deadly weapon and robbery. The men are schedule for a pretrial conference court hear- ing in February. Tehama District Fair date changes After several years of discus- sion, a major change was made in April with a new fair date be- ing chosen. Starting in 2017, the Tehama District Fair will be held in the third week of July. The last time the fair was moved was in 2000. The topic had been up for dis- cussion prior to the changing out of several board members.
