ByJimSalter The Associated Press ST. LOUIS A rare winter flood shut down portions of two interstates on Tues- day, threatened hundreds of homes and caused sew- age to flow unfiltered into waterways. Torrential rains over the past several days pushed already swollen rivers and streams to virtually un- heard-of heights in parts of Missouri and Illinois. Record flooding was pro- jected at some Mississippi River towns, and the Mer- amec River near St. Louis was expected to get to more than 3 feet above the pre- vious record by late this week. At least 18 deaths in Missouri and Illinois are blamed on flooding, mostly involving vehicles that drove onto swamped road- ways. The river on Tuesday spilled over the top of the levee at West Alton, Mis- souri, about 20 miles north of St. Louis. Mayor William Richter ordered any of the town's approximate 520 residents who had not al- ready evacuated to get out of harm's way. Missouri Gov. Jay Nixon activated the National Guard to assist with secu- rity in evacuated areas and to help divert traffic at road closure sites. In another eastern Mis- souri town, Union, water from the normally docile Bourbeuse River reached the roofs of a McDon- ald's, QuikTrip and sev- eral other businesses. The river reached an all-time high Tuesday, nearly 20 feet above flood stage. Interstate 44 was closed near the central Missouri town of Rolla, and a sec- tion of Interstate 70 was shut down in southern Illi- nois. Hundreds of smaller roads and highways were also closed across the two states, and flood warnings were in effect. In St. Louis, more than 100 volunteers turned out in blustery, cold conditions to fill sandbags where a flooded waterway threat- ened hundreds of homes. The River Des Peres is a man-made storm sewer channel that flows through south St. Louis into the Mississippi River, a few miles south of the An- heuser-Busch brewery. The channel is deep enough that flooding isn't a con- cern under normal condi- tions. But there is nothing nor- mal about this December flood. The Mississippi River is expected to reach nearly 15 feet above flood stage on Thursday at St. Louis, which would be the second- worst flood on record, be- hind only the devastating 1993 flood. Maureen Hooch, 57, was among the volunteers at that 1993 flood, and she was out again Tuesday, this time under far different cir- cumstances. "The last time I was out here it was 1,000 degrees," Hooch recalled. "They had a bus you could get on to cool off. I prefer the cold. When you work, you warm up." Alderman Larry Arnow- itz said up to 500 homes could be threatened if the River Des Peres rises much more than projected. He was confident that with no rain in the forecast for the next several days — and with the help of the thou- sands of sandbags — every- thing would be OK. But Lisa Muxo, 45, said her basement was already taking on water. "These are our neigh- bors, our friends," said Muxo, who brought her teenage son and three of his friends to help sand- bag. "We need to help each other." The high water was blamed on the shutdown of a wastewater treatment plant on Monday just south of St. Louis, causing sewage to go directly into nearby rivers and streams. The Metropolitan Sewer Dis- trict of St. Louis said the Fenton wastewater treat- ment plant, which is de- signed for 6.75 million gal- lons per day of flow, was treating nearly 24 million gallons per day at the time of the malfunction. One of the two waste- water plants in Spring- field, Missouri, also failed, allowing partially treated sewage to flow into a river. The U.S. Coast Guard closed a 5-mile portion of the Mississippi River near St. Louis due to flooding. Capt. Martin Malloy cited high water levels and fast currents in the river, which is a vital transportation hub for barges that carry agricultural products and other goods. The attacks under prep- aration "were the same style as those perpetrated in Paris Nov. 13," in which 130 people were killed and hundreds injured by sui- cide bombers and gunmen equipped with Kalashnikov- style assault rifles, accord- ing to an internal docu- ment from Belgian state security services cited by RTBF French-language tele- vision. Those lethal actions were claimed by the Islamic State extremist group. The two suspects were arrested following searches Sunday and Monday in the Brussels area, the eastern Liege region and Flemish Brabant,theBelgianFederal Prosecutor's Office said in a statement.Itdidnotdisclose their names or further infor- mation about them. The battle for Ramadi was waged by the Iraqi mil- itary — rather than Shiite or Kurdish militias — with elite counterterrorism units advancing under the cover of coalition airstrikes and raising the Iraqi national flag over the main govern- ment complex in the provin- cial capital on Monday. Pockets of resistance re- main,butthemajorityofRa- madi is under government control for the first time since May, when IS militants punched their way into the city with a series of massive suicide car bombs, scatter- ing and humiliating Iraq's beleaguered security forces. Steve Warren, the Bagh- dad-based spokesman for the coalition, told reporters on Tuesday. He said at its peak there were up to 1,000 IS fighters in Ramadi, and that only 150-250 remain. But while the airstrikes eventually helped flush out the militants, they smashed large parts of the city into rubble. The city has suffered "huge devastation," Al-Be- lawi said.
