ByZeinaKaram The Associated Press BEIRUT Thethreemissiles fired on a public market in the northern Syrian town of Ariha took the morning shoppers by surprise. In a few moments, the main street, packed with people buying and selling fruit and vegetables, turned into a scene of carnage with burn- ing cars and the wounded screaming in terror. At least 34 civilians were killed in the Nov. 29 attack — one in a growing num- ber of suspected Russian attacks that Syrian oppo- sition and rights activists say have killed civilians and caused massive destruction to residential areas across the country since Moscow formally joined the conflict nearly three months ago. Russian officials have re- peatedly rejected the accu- sations while residents and most opposition activists inside Syria acknowledge they have no way of cat- egorically distinguishing whether planes that carry out a specific attack are op- erated by Russians or Syr- ians. But human rights group say the pattern of attacks suggests Russia is flouting international humanitar- ian law and that it may even amount to war crimes. In a new report released Wednesday, Amnesty In- ternational says it has also documented evidence sug- gesting Russia used cluster munitions and unguided bombs in populated resi- dential areas. The London- based watchdog denounced Moscow's "shameful fail- ure" to acknowledge civil- ian killings. Russian Defense Minis- try spokesman Maj.-Gen. Igor Konashenkov rejected Amnesty's claims as "cli- chés and fakes," accusing the group of relying on ac- tivists' claims that could not be checked or proven. He particularly criti- cized the group's claim that the Russian strikes targeted areas where there were no militants, saying Amnesty had no way of knowing that. "Jihadis in Syria operate in highly mobile units, us- ing Toyota pickup trucks with high-caliber weapons mounted on them," he said. "Each of those vehicles is considered a tactical unit and represents a legitimate military target." Amnesty's report fo- cuses on six attacks in Homs, Idlib and Aleppo provinces between Septem- ber and November which it says killed at least 200 ci- vilians. "Some Russian air strikes appear to have di- rectly attacked civilians or civilian objects by strik- ing residential areas with no evident military target and even medical facilities, resulting in deaths and in- juries to civilians," said Philip Luther, director of Amnesty's Middle East and North Africa program. "Such attacks may amount to war crimes," Lu- ther added. Amnesty's report also said the group has gath- ered evidence, including photos and video footage, suggesting the Russians have used unguided bombs in densely populated civil- ian areas, as well as inter- nationally banned deadly cluster munitions.
