The Sakha- rov Prize for Freedom of Thought is awarded each year by the parliament and honors individuals and organizations defending human rights and fundamental freedoms. EUROPEAN PARLIAMENT FREEDOM OF THOUGHT AWARD CHRISTIAN LUTZ — THE ASSOCIATED PRESS WeeksofRussianairstrikesin Syria appear to have restored enough momentum to the government side to convince President Bashar Assad's foes and the world community that even if he doesn't win the war he can- not quickly be removed by force. That realization, combined with the grow- ing sense that the world's No. 1 pri- ority is the destruction of the Islamic State group, has led many to ac- knowledge that however unpalatable his conduct of the war, Assad will have to be tolerated. The most dra- matic sign of that came Tuesday with the statement by U.S. Secretary of State John Kerry that Assad's future will be determined by the Syrian peo- ple, suggesting in the clearest way yet that he can stay on for now and be part of a transition. That statement — less a reversal than a rethinking of the policy — was doubly piquant com- ing in Moscow, where Kerry was dis- cussing the Syria question with Rus- sian officials. —TheAssociatedPress MIDEAST CONFLICT Russianairstrikesrestore Syrian military power balance Continuing a grim ritual of his time in office, President Barack Obama plans to meet with families of vic- tims of the mass shooting in San Ber- nardino, Calif., the White House said Wednesday. The meeting in Southern Califor- nia is set for Friday. It was added to Obama's long-scheduled trip to Hawaii for Christmas vacation. "While he is en route to Honolulu, the president will stop in San Ber- nardino, California, to visit privately with the families of the victims of the terror attack in San Bernardino that occurred earlier this month," White House press secretary Josh Earnest said. Fourteen people were killed and 22 others were injured at a workplace holiday party in San Bernardino on Dec. 2 by a gun-wielding husband- and-wife team. Federal authorities say the pair had become self-radicalized in the years before — Syed Rizwan Fa- rook, 28, and his wife, Tashfeen Malik, 29. Both were killed in a shootout. — The Associated Press TERROR ATTACK Obama to meet with San Bernardino shooting victims North Korea's Supreme Court sen- tenced a Canadian pastor to life in prison with hard labor for what it called crimes against the state. Hyeon Soo Lim, who pastors a Pres- byterian church in Toronto, was given the sentence after a 90-minute trial. Lim entered and left the court in handcuffs flanked by two public se- curity officers in uniform. The hand- cuffs were removed in court during the trial. He kept his head bowed most of the time and answered ques- tions in a subdued tone. The crimes he was charged with included harming the dignity of the supreme leadership, trying to use religion to destroy the North Ko- rean system, disseminating negative propaganda about the North to the overseas Koreans, and helping U.S. and South Korean authorities lure and abduct North Korean citizens, along with aiding their programs to assist defectors from the North. — The Associated Press ASIA N. Korea sentences Canadian pastor to life in prison Israeli forces shot dead two Pales- tinians who had attacked Israeli se- curity forces during an overnight raid in the West Bank, police said. Police spokeswoman Luba Samri said the Palestinians attempted to ram their vehicles into soldiers and border policemen before they were fa- tally shot. Samri said the forces were conducting arrests and confiscating weapons in the Qalandiya refugee camp. Palestinian activist Raed Ham- dan identified the two as Ahmad Ja- hajha, a 21-year-old resident of the Qalandiya camp, and Hikmat Ham- dan, 29, from el-Bireh. It was the lat- est incident in three months of near- daily attacks on Israelis that began in mid-September. The violence erupted over tensions at a sensitive holy site in Jerusalem. Since mid-September, Palestinians have killed 19 Israelis in stabbings, shootings and vehicular at- tacks. At least 115 Palestinians have been killed in the same period. — The Associated Press MIDEAST Police: 2 Palestinians dead a er attacking Israeli forces Mike McKeown opens the back door of his Missouri farm house and is met with a chilly gust. "Stupid wind," he mutters. Today, the winds that blow through his corn and soybean farm have become more than just an irri- tant. The homestead in northern Mis- souri, which his family has owned for nearly 70 years, sits smack in the path of a proposed high-voltage line that would carry renewable energy. And McKeown doesn't like that. Due partly to the intense opposition from local property owners, Missouri regu- lators have blocked the 780-mile-long Grain Belt Express power line from being built. In doing so, they have highlighted one of the toughest chal- lenges on renewable energy. Converting the wind and sun into electricity is increasingly afford- able, but it can be difficult to get that electricity to the places where it's needed. — The Associated Press PROJECT Renewable energy efforts stymied by roadblocks The Federal Reserve is raising in- terest rates from record lows set at the depths of the 2008 financial cri- sis, a shift that heralds modestly higher rates on some loans. The Fed coupled its first rate hike in nine years with a signal that further increases will likely be made slowly as the economy strengthens further and inflation rises from low levels. The central bank said in a state- ment after its latest meeting that it was lifting its key rate by a quar- ter-point to a range of 0.25 percent to 0.5 percent. Its move ends an ex- traordinary seven-year period of near-zero borrowing rates. But the Fed's statement suggested that rates would remain historically low well into the future, saying it expects "only gradual increases." "The Fed reaffirmed that the pace of rate hikes would be slow," James Marple, senior economist at TD Eco- nomics wrote in a research note. — The Associated Press WASHINGTON, D.C.
