fendantandtheVictimgot into an argument in a gas station parking lot. Dur- ing the argument, the Vic- tim told the Defendant that he was going to call the po- lice and reached for his cel- lular phone. The Defen- dant reached into the ve- hicle and took the cellular phone from the Victim's hand, then threw it down on the ground, breaking it. The Defendant then re- turned to his vehicle and drove away. Law enforce- ment was called and they found the Defendant. While behind the Defendant's ve- hicle, the police saw the Defendant throw an item from the car. The item was a Glock semi-automatic pistol. The Defendant is on felony probation in Shasta County. One of the terms of her probation is that she is not to possess any animals. A probation search was conducted at her residence and law en- forcement located dogs, geese, guinea hens and tur- keys. One of the dogs was deceased, while some of the other animals appeared to be malnourished, dehy- drated, and in poor health. The Defendant admitted that all the animals found belonged to her. Arraignment on Infor- mation: January 11, 2016 at 1:15 pm in Department 2 Courts FROMPAGE5 The man accused of kill- ing three people at a Colo- rado Planned Parenthood clinic left a decades-long trail of broken marriages, scant so- cial connections and a reputa- tion for religious zealotry that didn't match his yen for gam- bling and extramarital affairs. New court documents and interviews reveal Robert Lewis Dear as an occasionally violent, fundamentalist loner who was known to nurse a grudge. He had one for at least 20 years against abortion pro- viders, going so far as to put glue in the locks of a clinic. But still unknown is what caused Dear, 57, to escalate to the fusillade he is accused of unleashing at the Colorado Springs. Colo., office, where a law enforcement official said he rambled about "no more baby parts" after his arrest. —TheAssociatedPress PLANNED PARENTHOOD Ex-wifesayssuspect vandalized another clinic Pakistan hanged four con- victed militants on Wednes- day who were sentenced to death over a Taliban attack on an army-run school last year that killed more than 150 people, mostly children, officials said. The two officials said the men were executed at a high-security prison in the northwestern city of Kohat. The officials spoke on condi- tion of anonymity. The four are the first convicted mili- tants to be executed in con- nection with the school mas- sacre. The Dec. 16 attack, which was claimed by the Pakistani Taliban, horrified the coun- try and led the government to lift a 2008 moratorium on the death penalty. However, most of the nearly 300 people hanged since then have been convicted criminals, not mil- itants. Parents of children killed in the assault welcomed the executions and demanded that all those tied to the at- tack be give get the same punishment. — The Associated Press MIDDLE EAST Pakistan hangs 4 over school attack Impeachment proceed- ings were opened Wednes- day against Brazilian Presi- dent Dilma Rousseff by the speaker of the lower house of Congress, a sworn enemy of the beleaguered leader. A special commission in which all political parties are represented must now weigh the decision of speaker Edu- ardo Cunha, who himself is facing corruption charges be- fore the Supreme Court, to open the proceedings against Brazil's president based on accusations her government broke fiscal responsibility laws. While impeachment is ex- pected to get by the commis- sion, most political analysts say it's unlikely to get the two-thirds vote of the lower house that would remove her from office temporarily. — The Associated Press SOUTH AMERICA Impeachment trial opens against Brazilian leader Spain's Constitutional Court on Wednesday rejected a Catalan regional parlia- ment resolution setting a road map for independence from Spain by 2017. The court ruling said the resolution adopted Nov. 9 by the Barcelona-based parlia- ment violated five articles of the country's 1978 constitu- tion and articles of the re- gion's own statute. The ruling followed a chal- lenge of the resolution by the Spanish government in Madrid. The resolution was seen as one of the most seri- ous confrontations facing the Spanish state in recent his- tory. It remains to be seen what practical effect the court rul- ing will have and what Spain will do should the Catalan parliament choose to ignore it, as it has indicated it will. Spanish Prime Minister Mariano Rajoy welcomed the decision, saying it made those "who believe in Spain, national sovereignty and the equality of Spaniards, very happy." — The Associated Press EUROPE Spanish court rejects Catalan independence By Jill Lawless and Danica Kirka The Associated Press LONDON British lawmak- ers voted by a wide margin Wednesday to join the interna- tional campaign of airstrikes against the Islamic State group in Syria, after Prime Minister David Cameron asserted that bombing the "medieval mon- sters" in their heartland would make Britain safer. The 397-223 vote in the House of Commons means Royal Air Force fighter jets — already op- erating against IS in Iraq from a base in Cyprus — could be flying over Syria within hours. Foreign Secretary Philip Ham- mond told Channel 4 news that the strikes would begin "very quickly ... probably not tonight but it could be tomorrow night." Anti-war protesters out- side Parliament booed as they learned the result of the vote. The decision came after an emotional 10 -hour debate in which Cameron said that Britain must strike the militants in their heartland and not "sit back and wait for them to attack us." Opponents argued that Brit- ain's entry into Syria's crowded airspacewouldmakelittlediffer- ence, andsaidCameron'smilitary planwasbasedonwishfulthink- ing that overlooked the messy re- ality of the Syrian civil war. Cameron has long wanted to target IS in Syria, but had been unsure of getting majority sup- port in the House of Commons until now. He suffered an em- barrassing defeat in 2013 when lawmakers rejected a motion backing attacks on the forces of Syrian President Bashar Assad. The mood has changed fol- lowing the Nov. 13 Paris at- tacks, claimed by IS, that killed 130 people. Both France and the U.S. have urged Britain to join their air campaign in Syria, and Cameron said Britain should not let its allies down. "Do we work with our al- lies to degrade and destroy this threat and do we go after these terrorists in their heartlands, from where they are plotting to kill British people?" he said. "Or do we sit back and wait for them to attack us?" He said that attacking IS was not anti-Muslim but "a defense of Islam" against "women-rap- ing, Muslim-murdering, medi- eval monsters." Cameron was backed by most members of his governing Con- servative Party — which holds 330 of the 650 Commons seats — as well as members of the smaller Liberal Democrat party and others.
