ByLorneCook and Sylvie Corbet The Associated Press BRUSSELS European Union nations promised Friday to quickly tighten the bloc's vast external bor- der to prevent more violent extremists from coming in, and French authorities re- ported that a third body had been found in a Paris apartment raided by police. One week after the coor- dinated gun and bomb as- sault that killed 130 peo- ple in Paris, investigators said they had determined through fingerprint checks that two of the seven attack- ers who died in the blood- shed had entered Europe through Greece on Oct. 3. Previously they had said only one attacker had been registered in Greece, a main entry point for mi- grants seeking asylum in Europe. That man carried a passport naming him as Ahmad Al-Mohammad but it's unclear whether it was authentic. Meanwhile, France's Sen- ate voted to extend for three months a state of emer- gency, which expands po- lice powers to carry out ar- rests and searches and al- lows authorities to forbid the movement of persons and vehicles at specific times and places. France's lower chamber has already approved the measure. In Brussels, France and Belgium urged their Eu- ropean Union partners to tighten gun laws, toughen border security and choke off funds to extremist groups. French Interior Minister Bernard Cazeneuve said "terrorists are crossing the borders of the European Union," underlining the ur- gent need for the 28-nation bloc to implement a long- delayed system for collect- ing and exchanging airline passenger information. He said that data is vital "for tracing the return of for- eign fighters" from Syria and Iraq. The EU exchanges such information with the U.S., Australia and Canada, but has proved incapable of agreeing on a system for sharing data between its members. France has called for in- ter-European flights to be included in the data sweep and wants the information it retains — names, credit card details, itinerary and other personal data —to be kept for one year instead of one month. Despite deadly attacks on the Charlie Hebdo satir- ical magazine and a Jewish market in Paris in January, talks among European na- tions and with the EU legis- lature have gone at a snail's pace on vital security issues while violent extremism has thrived. "We must move swiftly and with force," Cazeneuve told reporters after the meeting. "Europe owes it to all victims of terrorism and those who are close to them." By Joan Lowy The Associated Press WASHINGTON An avia- tion industry task force is recommending that oper- ators be required to reg- ister drones weighing as little as a half a pound, a threshold that could in- clude some remote-con- trolled toys, industry offi- cials said. Federal Aviation Ad- ministration officials who convened the 25-member task force on drone regis- tration have said they want to avoid requiring the reg- istration of toys. But the consensus of the task force is that the weight thresh- old that triggers registra- tion should be set at 250 grams or above, which is about a half-pound, said people familiar with its deliberations. The threshold is based on the potential impact a drone that size would have if it fell from the sky and struck a person or if it col- lided with a helicopter or plane, they said. The recommendations wereexpectedtobesubmit- ted to the FAA by Saturday. The FAA then can modify them, and hopes to issue the rules before Christmas tobeginregisteringsomeof the thousands of drones ex- pectedtobepurchasedover the holidays. One industry official said the target date is Dec. 21. Four people familiar with the advisory group's deliberations described the conclusions to The As- sociated Press, speaking on condition of anonym- ity because the FAA asked that the discussions be kept private. The registration re- quirement would apply to drone operators rather than individual drones to avoid requiring operators who own multiple drones to register more than once. The operator would receive a single registra- tion number, which would then be affixed to the body of each drone.
