ByJosefFederman The Associated Press JERUSALEM Israel'sprime minister on Tuesday said he would take a series of "aggressive steps" to halt a wave of violence in Israeli cities after two attacks in Jerusalem left three Israe- lis dead. Three Palestin- ians, including two attack- ers, were also killed. The attacks in Jerusalem, including a deadly shooting and knifing spree on a bus and a violent hacking at- tack caught on video, es- calated the monthlong un- rest and raised the pressure on Prime Minister Benja- min Netanyahu to take ac- tion. The government has been unable to stop the vi- olence, carried out mostly by young Palestinians un- affiliated with known mili- tant groups and apparently acting on their own. "Today we will decide on a series of additional ag- gressive steps in our war against terrorists and in- citers," Netanyahu said in a speech to parliament. "We will use, and not hesi- tate to use, all means at our disposal to restore calm." Netanyahu left a meet- ing of top security officials to deliver the speech, and quickly returned. The de- liberations continued into the evening. Channel 2 TV said mea- sures under consideration include a deployment of Is- raeli soldiers in the streets of Jerusalem to assist po- lice, surrounding Palestin- ian neighborhoods in the eastern part of the city with troops, stepping up demo- litions of attackers' homes, and stripping the families of attackers of their resi- dence rights. No decisions were immediately made. The violence erupted last month over the Jewish New Year, fueled by rumors that Israel was plotting to take over Jerusalem's most sen- sitive holy site. While Is- rael says the rumors are unfounded, clashes have quickly spread across Israel and into the West Bank and Gaza Strip. Eight Israelis have died in a string of stabbings, shootings and the stoning of a car, while 29 Palestin- ians — including 12 iden- tified by Israel as attack- ers — have been killed. In new bloodshed, a 27-year- old Palestinian man was shot dead in a protest in the West Bank town of Bethle- hem. The Israeli military said he was hurling a fire- bomb at a car. The attacks have caused a sense of panic across Is- rael and raised fears that the region is on the cusp of a new round of heavy vio- lence. The violence also comes at a time when prospects for negotiating an end to the Israeli-Palestinian conflict appear nil and appears to have been fueled by a deep sense of frustration among Palestinians, who believe that all paths to gaining independence and ending nearly half a century of Is- raeli occupation have been blocked. In Tuesday's violence, a pair of Palestinian men boarded a bus and began shooting and stabbing pas- sengers, while another as- sailant rammed a car into a bus stop, then got out of his vehicle and began hack- ing bystanders with a long knife. The near-simultaneous attacks, along with two stabbings in the central Israeli city of Raanana, marked the most serious outbreak of violence since the current round of ten- sions erupted. In the bus attack, police said a 60-year-old man was killed, and a second person who was wounded later died. One of the attackers was shot dead and the sec- ond attacker was subdued by a crowd. Israeli police released footage showing the sec- ond attack, in which the Palestinian man rammed his car into pedestrians, then got out and hacked at them with a machete-like weapon. One person was killed, and the attacker was shot. Police said the at- tacker, who worked for Is- rael's largest telecommu- nications group Bezeq and used his company car in the attack, later died of his wounds. By John-Thor Dahlburg and Mike Corder The Associated Press GILZE-RIJEN AIR BASE, NETHERLANDS A missile launched from rebel-held Ukraine ripped the cock- pit from Malaysia Airlines Flight 17, Dutch investi- gators reported Tuesday, adding that some passen- gers may have remained conscious for another min- ute or so as the airflow tore off their clothes and objects spinning through the cabin killed people in neighbor- ing seats. The investigators said in their final report that the Buk missile that downed the Boeing 777 exploded less than a meter from the cockpit, killing the two pi- lots and the purser inside in an instant and breaking off the front of the plane. While some of the passengers may have been conscious in the up to 90 seconds it took to hit the ground, they proba- bly were not fully aware of what was happening amid the oxygen-starved, freez- ing chaos. The tragedy that killed all 298 people aboard the flight from Amsterdam to Kuala Lumpur wouldn't have happened if the air- space of eastern Ukraine had been closed to passen- ger planes as fighting raged below, the Dutch Safety Board added. "Our investigation showed that all parties re- garded the conflict in east- ern part of Ukraine from a military perspective. No- body gave any thought of a possible threat to civil avi- ation," Safety Board chair- man Tjibbe Joustra said. The report did not con- sider who launched the missile. However, it identi- fied an area of 320 square kilometers from which the launch must have taken place. All the territory within the area was in rebel separatist hands at the time of the crash, according to daily maps of fighting re- leased by the Ukrainian National Security Council. The Netherlands has headed the investigation into the disaster because 196 victims on the flight were Dutch, and Ukraine agreed to let the Nether- lands take the lead role. It is also leading a separate criminal investigation into the crash. Joustra said the 15-month investigation found the warhead was that used on a Buk surface-to-air mis- sile system. Missile frag- ments found in the cock- pit crew's bodies, as well as paint traces, enabled inves- tigators to identify the Buk. Ukraine and Western na- tions contend that the mis- sile was launched by Rus- sian-backed rebels, while Russia says if the plane was brought down by a missile, it must have been launched by Ukrainian government forces. Joustra said Russia had been given a chance to re- view the conclusions in ad- vance, and added that it was not possible to deter- mine the type of missile or warhead with certainty. An Associated Press re- porter was outside the em- bassy when the first shell slammed into the com- poundincentralDamascus and smoke billowed from inside. As people started running away, another shell hit the area. No one was harmed in the shelling. Russian Foreign Min- ister Sergey Lavrov con- demned the attack, saying "this is obviously a terror- ist act intended to, proba- bly, frighten supporters of the war against terror." An official with the Syr- ian Arab Red Crescent said no one was hurt in the shelling. The official, who spoke on condition of anonymity because he was not authorized to speak to the media, said the second shell hit about 200 meters (yards) from the embassy compound. Rebels in the capital's suburbs have targeted the embassy in the past, and it was not clear if Tuesday's attack targeted the rally. Insurgents have vowed to fight back after Mos- cow began launching air- strikes in Syria late last month. Russia has been one of Assad's strongest supporters since the start of the uprising in 2011. The civil war has killed more than 250,000 people and displaced half of Syria's population. Before the shelling, the demonstrators had gath- ered outside the embassy carrying posters showing Assad and Russian Presi- dent Vladimir Putin, and waving the two countries' flags. Some held placards that read: "Thanks Russia" and "Syria and Russia are to- gether to fight terrorism." "President Putin's stances were absolutely positive for Syria," said 39-year-old civil servant Nizar Maqsoud. "All the West stood against us. Only Russia backed us . we are all here to thank Russia and Pres- ident Putin," said Osama Salal, an 18-year-old stu- dent.
