The landfill is presently required to test Particulate Matter (PM) emissions from the landfill flare annually. Calculations and source tests conducted in 2009 indicate that emissions are 0.0037 gr/dscf, or 2.4% of the emission limit of 0.15 gr/dscf. The permit revision would allow PM testing once every five years unless the emis- sion limit is exceeded. If test shows PM emissions in excess of 0.15 gr/dscf an- nual testing would be performed until the flare emissions are in compliance for at least two successive years. This permitting action does not involve an emission change for the facility. Written comments regarding the pro- posed decision may be submitted to Tehama County Air Pollution Control District within a period of thirty (30) days of the date of this notice. Any comments received will be considered prior to the final determination by the APCO to issue the permit. A public hearing to receive comment on this proposed decision has not been scheduled, but one may be requested by submitting a written request to the District within thirty (30) days of the date of this notice. A written request of a public hearing must include the re- quester's name, mailing address, and a statement of the reasons for requesting a public hearing.
