ByEricaWerner The Associated Press WASHINGTON White House hopes for stopping a congressional challenge to the Iran nuclear deal and sparing President Barack Obama from using a veto suffered a blow Friday when a key Senate Democrat an- nounced his opposition. The setback came in the announcement from Sen. Ben Cardin of Maryland, top Democrat on the For- eign Relations Committee, that he opposes the deal, which he said "legitimizes Iran's nuclear program." Cardin's move doesn't af- fect the ultimate outcome for the international ac- cord to curb Iran's nuclear ambitions in exchange for relief from economic sanc- tions. The White House al- ready clinched the neces- sary Senate votes to ensure that even if Obama ends up having to veto a disapproval resolution set for a vote next week, his veto would be up- held. But with that support in hand and more piling up, the White House and con- gressional backers of the deal had begun aiming for a more ambitious goal: enough commitments to bottle up the disapproval resolution in the Senate with a filibuster, prevent- ing it from even coming to a final vote. With Cardin's announce- ment, that goal remains in reach, but it will be tougher to attain. CONGRESS 3rd Dem comes out against Iran nuke deal By James Macpherson The Associated Press BISMARCK, N.D. A federal judge in North Dakota said Friday that his injunction blocking a new Obama ad- ministration rule aimed at regulating some small wa- terways applies only to the 13 states that sued to block the rule, and not nation- wide. The ruling by U.S. Dis- trict Judge Ralph Erickson clarified the temporary in- junction he issued last week at the request of North Da- kota and 12 other states. They sought to stop the U.S. Environmental Protection Agency and the Army Corps of Engineers from regulat- ing some small streams, tributaries and wetlands under the Clean Water Act. "Because there are com- peting sovereign interests and competing judicial rul- ings, the court declines to extend the preliminary in- junction at issue beyond the entities actually before it," Erickson wrote. The EPA maintained af- ter Erickson's initial ruling that the injunction applied in only those 13 states, and said it had begun enforcing it elsewhere. The states had argued that the judge made no geographical limitation in his ruling and it should apply everywhere. The water rule is a re- sponse to calls from the U.S. Supreme Court and Con- gress for the EPA to clarify which smaller waterways are protected. WATERWAYS Judge: Water rule injunction is limited By Shawn Pogatchnik and Pablo Gorondi The Associated Press BUDAPEST, HUNGARY Hundreds of migrants frustrated at being stuck at two train stations in Hun- gary set off on foot for Aus- tria on Friday, one group forming a line nearly a half-mile long as they streamed out of Budapest, the other breaking out of a train near a migrant recep- tion center and then run- ning toward the West after overwhelming police. The moves for free- dom came after Hungar- ian authorities spent days preventing thousands of people, many fleeing war in Syria, from boarding trains to Germany amid a surging number of desper- ate people from Asia, Af- rica and the Middle East seeking refuge in Europe. Hungarian state media called it "the day of upris- ings." Most hope to eventually reachGermanyorelsewhere in the West and are trying to avoid registering in Hun- gary, which is economically depressedandmorelikelyto return them to their home countries than many West- ern European nations. Un- der European law, asylum seekers will be approved or disapprovedinthecountries where they are first regis- tered. In Bicske, a town in northern Hungary, some 350 people broke through a police cordon and began heading to Austria 135 85 miles to the west on a train track leading away from the town's railway station, interrupting train traf- fic. Surprised riot police scrambled for their hel- mets as the huge crowd suddenly surged from the front of the train. One of the men, a 51-year-old Pakistani, col- lapsed about 800 yards from the station as he was fleeing and died despite efforts by medics to save him. Witnesses said they believed he suffered a lung embolism. Police were able to block only a minority of the es- timated 500 people in- side, pushing them back onto the train amid much shouting, screaming and the crying of infants. Later, police began es- corting the dozens who remained on buses, tak- ing them to the migrant reception center. Among them were many women and small children who looked exhausted. Hours earlier, hun- dreds set out from the Keleti station in Budapest. With their belongings in bags and backpacks, they snaked through the streets of Budapest as they began the 106-mile journey to the Austrian border. By mid-afternoon they had reached the M1 motor- way outside the city and by early evening they had covered about 12 miles. Also Friday, the Hun- garian parliament tight- ened its immigration rules, approving the creation of transit zones on the Hun- garian border with Serbia where migrants would be kept until their asylum re- quests were decided within eight days. Migrants would have limited chance to ap- peal those decisions. This comes after Hungarian Prime Minister Viktor Or- ban has been building a barbed wire fence on the border with Serbia to stop the huge flow of migrants.
